To Lam's Biography

To Lam was born on July 10, 1954 as a native citizen of Van Giang district, Hung Yen commune.

He attended the People's Police School in 1974. From October 1974 to October 1979, To Lam was a student at the People’s Security Academy. Minister of Public Security To Lam joined the Communist Party of Vietnam on August 22, 1981 and became an official member on August 22, 1982.

Positions & Working History

Minister of Public Security To Lam was a member of the Central Committee of the Communist Party of Vietnam: 11th and 12th tenures. He served as a Politburo member of the 12th tenure and Deputy to the National Assembly of the 14th tenure, cited VGP.

October 1974 – October 1979: Student at the People’s Security Academy.

October 1979 – December 1988: Working at the Political Protection Department I, the Ministry of Public Security.

December 1988 – 1993: Cadre; Deputy Chief of the Political Protection Department I; the Ministry of Public Security.

1993 - 2006: Deputy Director of the Political Protection Department I, Director of the Political Protection Department III, the Ministry of Public Security.

2006 - 2009: Deputy Director of the General Security Department, Permanent Deputy Director of the General Security Department in charge of the Political Protection Department I, the Ministry of Public Security; appointed as Major-general in 2007.

2009 - August, 2010: Director of the General Security Department I, the Ministry of Public Security; appointed as Lieutenant-General in July, 2020.

Agusut 2010 - January 2016: Lieutenant-General, Deputy Minister of Public Security; a member of the Party Central Committee (at the 11th Party Congress); appointed as Senior Lieutenant-General in September, 2014.

January 2016 - April 2016: Senior Lieutenant-General; Deputy Minister of Public Security; a member of the Politburo.

April 2016 - present: Member of the Politburo; Senior Lieutenant-General; Minister of Public Security.

Ministry of Public Security

The People’s Public Security Forces are part of the People’s Armed Forces, plays a core role in protecting national security and ensuring social order and safety as well as fighting crime and law violation related to national security and social order and safety, cited MPS.

The People’s Public Security Forces are responsible for:

- Advising the Party and State on matters relating to national security, social order, control of crime and law violation;

- State management of national security, social order and safety, and control of crime and law violation;

- Fighting plots and activities of hostile forces, crimes and violations against national security, social order and safety.
