Dien Bien provincial Party Congress opens

The 12th Dien Bien Provincial Party Committee Congress for the 2015-2020 tenure officially opened on October 13th, with the participation of 350 delegates representing nearly 31,000 party members in the province.

The 12th Dien Bien Provincial Party Committee Congress for the 2015-2020 tenure officially opened on October 13th, with the participation of 350 delegates representing nearly 31,000 party members in the province.

Mr. To Huy Rua, Member of the Politburo, Secretary of Party Central Committee (PCC), Head of the PCC Commission for Organization and Mr. Dinh The Huynh, Member of the Politburo and Secretary of Party Central Committee and Head of the PCC Commission for Popularization and Education.

Over the past 5 years, the Provincial Party Committee and people of ethnic groups of Dien Bien made efforts to overcome difficulties to maintain an average economic growth rate of 9.11% a year. Economic structure continued to see positive transfers with increased density of industry, construction and services, but density of agriculture decreasing. Average income per capita is estimated to reach VND23.6 million in 2015.

Dien Bien provincial Party Congress opens

National defense and security were maintained, social order and safety were ensured, cooperative relations with northern Laos, Yunnan (China) and international organizations were expanded, significantly contributing to political stability and socio-economic development.

In the 2015-2020 tenure, the Dien Bien provincial Party Committee puts forward 18 targets and 9 solutions with the focus on intensifying administrative reform, improving competitive capacity, the efficiency of administration, implementing socio-economic development goals and prioritizing sustainable poverty reduction.

In his speech at the congress, Mr. To Huy Rua applauded the great and comprehensive achievements of the provincial Party Committee, authority and people of ethnic groups of Dien Bien over the past tenure.

He urged the province to define prioritized issues and breakthrough in economic development. Dien Bien should prioritize the development of agriculture and forestry, attach importance to maintaining and planting forests, rubber, coffee, tea trees and rice and tapping the province’s potential and strength to develop mining, hydroelectricity and building materials./.
