Engaging People's Diplomacy in Supporting Agent Orange Victims

Dong Nai province has established partnerships with 60 international non-governmental organizations (NGOs). The provincial Association of Agent Orange Victims is leveraging funding from 20 NGOs, foreign associations, FDI enterprises, and overseas Vietnamese to support humanitarian activities for Agent Orange victims.

The Dong Nai Province Association of Agent Orange Victims has been actively engaged in raising international awareness about the Agent Orange tragedy in Vietnam and mobilizing resources to support victims.

Mobilizing resources from people-to-people diplomacy

To attract more international resources to support activities for Agent Orange victims, the provincial Association of Agent Orange/Dioxin Victims, in collaboration with the provincial Union of Friendship Organizations and relevant agencies, has proactively provided information about Agent Orange victims, their needs, and their families to international NGOs , foreign associations, and FDI enterprises. This was done through compiling project proposals for funding.

Initially, they proactively informed international NGOs, foreign associations, and FDI enterprises about the situation of Agent Orange victims in the province. According to the information, Dong Nai currently has nearly 8,000 surviving Agent Orange/Dioxin victims. Nearly 5,000 of them are receiving monthly support from the government.

Simultaneously, among the 62 projects that Dong Nai is implementing to call for funding from international NGOs, foreign associations, and FDI enterprises in the 2024-2025 period, there are 3 projects dedicated to Agent Orange victims and people with disabilities (including those who are both Agent Orange victims and people with disabilities) including supporting the repair of houses for 30 Agent Orange victim families, providing 1,300 wheelchairs and walkers for people with disabilities (including Agent Orange victims), providing healthcare and equipment for Agent Orange victims. Currently, some organizations have expressed interest in these projects and have begun providing initial support based on their capacity.

Moreover, to build trust with individuals and organizations, including international NGOs, foreign associations, and FDI enterprises, the provincial Association of Agent Orange/Dioxin Victims commits to ensure that contributed resources reach the intended beneficiaries in full. Additionally, depending on the specific disabilities and needs of each Agent Orange victim, appropriate support will be provided.

Bringing joy to Agent Orange victims

Thanks to the mobilization of resources from international NGOs, foreign associations, and FDI enterprises, many Agent Orange victims in the province have received significant support.

Specifically, among the 100 agencies, units, and individuals providing monthly allowances to 314 Agent Orange victims, there are 10 individuals, international NGOs, foreign associations, and overseas Vietnamese who are supporting Agent Orange victims. The monthly amount received by each Agent Orange victim from this support ranges from VND300,000 to VND1 million (US$12 to US$40).

Vo Thi Thu Van, an Agent Orange victim in Tan Tien ward, Bien Hoa city, shared that through the connection and mobilization efforts of the provincial Association of Agent Orange/Dioxin Victims and other units, she has received gifts from kind-hearted organizations and individuals, including foreign friends. Each gift received helps her and her family overcome their difficulties in life.

In addition, projects and non-projects related to infrastructure, and vocational training for Agent Orange victims from these international resources have also been implemented. These include supporting the construction of solid houses for Agent Orange victims, providing non-refundable capital for Agent Orange victims and their families to create jobs, and building toilets for families with Agent Orange victims.
