So said Dinh La Thang, Politburo member and Secretary of the city Party Committee, during a meeting held on September 26th to work with Politburo member and Standing Deputy Prime Minister Truong Hoa Binh and a delegation from the Government Steering Committee on Administrative Reform.

According to the city People’s Committee, in 2015 and 2016, the city has combined administrative reform with building smart urban areas, looking towards the successful development of an electronic authority by 2020; increased the quality of officers; and increased the application of science and technology to serve people and enterprises.

In addition, the city has continued to help enterprises tackle difficulties in their business and production by organising dialogues between enterprises and the city authority on taxation, customs, labour, trade union, social insurance, information and technology, trade, investment and administrative reform.

Chairman of the city People’s Committee Nguyen Thanh Phong noted that, considering administrative reform one of the 7 breakthrough programs, the city was making great efforts to adopt a smart city project in the first quarter of 2017 as an effective way of administrative reform, with an increase in the application of IT in addressing people’s problems in the city with some 13 million residents.

According to Chairman Phong, focus will be placed in accelerating effective reform in administrative procedures, developing a proficient staff serving the people, and creating favourable mechanisms and business environment for the development of a targeted number of 500,000 enterprises by 2020.

Addressing the meeting, Standing Deputy Prime Minister Truong Hoa Binh noted that administrative reform should continue to be carried out synchronously by simplifying administrative procedures, especially those directly relating to people and enterprises, and combining administrative reform with the increased application of IT.

He suggested that the city should use electronic versions, with attention paid to cyber-security, to exchange documents among State administrative agencies to help reduce the duration of time in addressing procedures.

According to the Standing Deputy Prime Minister, to realise the target of establishing 500,000 enterprises by 2020, the city should make conditions for the establishment of big enterprises which can contribute a large amount of capital to the State budget, and facilitate start-ups among the young, especially for university graduates.

During the meeting, Standing Deputy Prime Minister Truong Hoa Binh awarded the Prime Minister’s certificate of merit to the city People’s Committee for its achievements in administrative reform in the 2011-2015 period./.
