With motto “Unity-Democracy-Discipline-Change”, the Congress voted new Executive Committee with 13 members, 9 deputies to attend 11th Congress of Party Committee of the district. Mr. Lam Phuoc An was elected to be Secretary of Party Committee of Ngoc Bien commune in term 2015-2020.

Addressing at the Congress, Mr. Nguyen Van Ut - Secretary of Party Committee of Tra Cu distric - commended achievements of Party Committee of Ngoc Bien commune and pointed out some weakness. He stressed Congress success was just first step, the commune must actualize targets, duties of Congress Resolutions. Therefore, every Party member, cadre must propagate Congress Resolution for local people, unite to implement emulative patriotic movements, achieve Resolution, step by step develop economy of the commune.

On April 21^st and 22^nd, Party Committee of Ngoc Bien commune held 12th Congress in the 2015-2020 term. It’s chosen by Party Committee of Tra Cu district to direct belonged Party Committees to draw experience.

Mr. Nguyen Quoc Van – Deputy Head of Organizing Board of Provincial Party Committee, members of working group of Provincial Party Committee, Deputy Secretaries of Secretary of Party Committee of Tra Cu district, unions, leaders of belonged Party committees and 224 Party members of the commune attended the Congress.

Last term, Party Committee of Ngoc Bien commune concretized target of Party Congress Resolution by building socio-economic developing program for term 2010-2015, met 19/19 criteria of new countryside commune in 2015. GDP in 5 years was 15.5%, reached 110.9% Resolution. Average income reaches 18.2 million VND/person/year, increases 9.2 million VND in comparison with 2010.

Social invested capital mobilization reached over 70.5 billion VND, reached 128.3% Resolution, of which local people contributed 9.5 billion VND to traffic and irrigation construction and helped to meet 14/19 criteria of new countryside. Annual budget revenue reaches target.

Education-training developed; primary school and secondary universalization were kept stable. Healthcare and treatment for Khmer, poor and marginally poor people were cared; policy families got health insurance. Culture, sport, cultural life building activities developed. The commune was re-recognized to be cultural commune in 2014. Social security policies were implemented.

The poor rate decreased down to 14.12%, averagely decreased 5.27% every year and by the end of 2015, it is expected to be under 7%. Political security and social safety were stable; political system was strengthened. Implementation of Directive 03 of Politburo and Central Resolution 4 (11th tenure) on “Some urgent issues in Party building” was deeper; emulative movements made positive changes in Party building and political system building activity at grassroots level./.
