The 11th plenary session of the 11th Party Central Committee opened in Hanoi on May 4th, with focus on personnel plan for the next tenure and the number of delegates for the 12th Party Congress.

During the four-day meeting, members of the committee are also to debate the local government model, the Long Thanh Airport project, as well as a report on performance of the Politburo since the 10th session.

Addressing the event, Party General Secretary Nguyen Phu Trong said together with preparing documents for the congress, making personnel plan for the Party Central Committee in the next tenure is also a significant task, requiring great efforts from the committee’s members.

“A strong Party Central Committee - the highest leadership of the Party between the two congresses which can play well the role of a political leading body and solidarity centre for the whole Party and nation, will decide the future of the Party and the country,” he stressed.

Regarding the number of delegates and designation of delegates of Party organisations to attend the 12th Party Congress, the Party leader said the delegates should be able to represent the brainpower of the whole Party.

On the model of local government, the Party chief noted that the renovation of local government is significant to the country’s Doi Moi cause as well as the efficiency of the socialist law-governed State.

He said he hopes during the session, the committee members will actively contribute opinions on the issue, especially the selection of a local government model, supporting the National Assembly in building a Law on Local Government.

“We should carefully analyse the strong and weak points as well as the feasibility and suitability of each option while taking into consideration the situations in terms of geographic conditions, population and socio-economic conditions of localities and regions,” he said.

Over the Long Thanh international airport project in southern Dong Nai province, the Party General Secretary said this is an important national project with great impacts on many sectors and areas as well as the livelihood and living environment of tens of thousands people in the project site.

Therefore, it is crucial for the committee to draw out orientations assisting the National Assembly on deciding investment for the project in conformity with the law, he said.

Specifically, the committee should debate the necessity, feasibility of the project, as well as ground clearance and resettlement plans, ensuring livelihood and living environment for locals, together with choosing technology and operation and management model, as well as socio-economic efficiency of the project, he asked./.
