Five years after the implementation of the Prime Minister’s directive on continuing to study and follow President Ho Chi Minh’s ethical example, encouraging results have been achieved in the northern province of Quang Ninh, with the movement expanded in each agency and locality, contributing to promoting the realization of socio-economic development goals.

Accordingly, cadres, Party members and officials have raised greater responsibility in practising moral lifestyle and carrying out practical and effective deeds, including increasing awareness on thrift, protecting public property, being devoted to work, serving the people, and struggling against bureaucracy, corruption and wastefulness.

A majority of cadres and officials have raised high their sense of responsibility in conducting public work, accelerating administrative reform to reduce obstacles caused to people, focusing on addressing urgent issues, reinforcing the trust of the people in authorities.

So far all of 14 localities in the province have set up and put into operation public administrative centres, which has helped to facilitate administrative procedures for people and enterprises, and make the operation of authorities transparent.

Quang Ninh is one of leading localities strictly realizing the Party Central Committee and Government guidelines on reforming the apparatus in combination with increasing the quality of cadres and officials, with the number of full-time officials not increasing over the past 5 years.

Studying and following President Ho Chi Minh’s ethical example is connected with raising the responsibility of leaders at all levels. The leaders are more and more active in organizing the implementation of the directive on studying and following President Ho Chi Minh’s ethical example, contributing to realize their work. By giving greater attention to people’s lives, they have helped create greater consensus among cadres, Party members and people, making contribution to reinforcing political and social stability.

Based on President Ho Chi Minh’s ethical example, each agency has built up its own ethics standard, eliminating bureaucracy causing obstacles for people. The prevention of corruption and wastefulness has been carried out in budget spending, investment in construction, the management of public property and land.

As people’s suggestions have been fully addressed, there is a sharp reduction in the number of complex complaints and denunciations in the province while social order, security and defence have been reinforced, and people’s living standards have been remarkably improved.

Studying and following President Ho Chi Minh’s ethical example has become regular tasks of each organization and inpidual. As a result, many collectives and inpiduals have been honoured as outstanding followers over the past 5 years./.
