PM attends Dominican Republic-Vietnam business dialogue in Santo Domingo

Prime Minister Pham Minh Chinh attended the Dominican Republic-Vietnam Business Dialogue in Santo Domingo on November 21 (local time), within the framework of his official visit to the Latin American country.

At the event, delegates and businesses of the two countries were introduced to the position, role, potential, strengths, and investment and business environment of each side; as well as opportunities for investment cooperation.

PM Chinh said that Vietnam and the Dominican Republic share many similarities in ideals and economies that can complement each other and promote mutual development.

In addition, as the two countries are among the fastest growing economies in their respective regions, the potential for bilateral cooperation is huge, he stressed, pointing out several priority areas where the two countries and their businesses can immediately cooperate, such as energy, digital transformation, information technology, telecommunications, media, semiconductor, agriculture, fertilizers, chemicals, construction materials and infrastructure development.

According to the Government leader, from a poor and backward country, Vietnam has risen in the region and the world in many fields, belonging to the group of 34 largest economies in the world, and the group of 20 leading economies in terms of trade. It has signed 17 free trade agreements with more than 60 economies, including the world's largest markets, cited VNA.

Currently, Vietnam is promoting three strategic breakthroughs. Specifically, the institution breakthrough aims to improve the investment and business environment, and reform administrative procedures so as to simplify investment procedures, and reduce compliance costs for people and businesses. Meanwhile, infrastructure breakthrough is to create new development space, facilitate travel, reduce transportation and logistics costs, and increase the competitiveness of goods. The nation is also working to create a breakthrough in high-quality human resources, added Chinh.

Stressing that Vietnam has groups and enterprises, both state-owned and private, that can cooperate in investing in the Dominican Republic, such as Viettel Group in the telecommunications sector; the Vietnam Oil and Gas Group (Petrovietnam) in the energy, oil and gas sector; and Vinfast in electric vehicle manufacturing, the Prime Minister suggested businesses from both sides connect and send delegations to directly learn about investment opportunities and implement specific cooperation projects.

He affirmed that the two Governments will continue to improve the investment and business environment, create favorable conditions, and protect the legitimate rights and interests of businesses in accordance with the provisions of law so that businesses can invest effectively and sustainably. He also urged businesses to strengthen cooperation and investment to both bring profits to themselves and fulfill social responsibilities, contributing to building a self-reliant, self-resilient and autonomous economy in each country and fostering the Vietnam - Dominican Republic relationship.

Vietnam will create favorable conditions for Dominican investors to invest in Vietnam as well as Vietnamese enterprises to invest in the Dominican Republic, considering it a gateway to the Caribbean and Central and South American markets, Chinh pledged.

NA Chairman arrives in Phnom Penh for official visit to Cambodia

National Assembly (NA) Chairman Tran Thanh Man and his delegation arrived at Pochentong International Airport in Phnom Penh, starting their official visit to Cambodia where they will attend the 12th General Assembly of the International Conference of Asian Political Parties (ICAPP) and the 11th Plenary Session of International Parliament for Tolerance and Peace (IPTP) from November 21-24.

The trip is made at the invitation of President of the Cambodian People's Party Samdech Techo Hun Sen, President of the Cambodian National Assembly Samdech Khuon Sudary and Chairman of the Standing Committee of the ICAPP Chung Eui-yong.

President of the Cambodian National Assembly Samdech Khuon Sudary will host a welcome ceremony for the top Vietnamese legislator and the two sides will hold talks right after the welcome ceremony, according to VOV.

This is the first official visit to Cambodia by Man in his position as Chairman of the National Assembly of Vietnam, demonstrating the trust and strong relations between both nations’ senior leaders.

During his official visit to the Kingdom of Cambodia, the Vietnamese NA leader is expected to meet with King Norodom Sihamoni; President of the Senate Hun Sen; Prime Minister Hun Manet and others.

He will also attend an inauguration ceremony of the Cambodian National Assembly Administration Building - a gift from the Party, State and people of Vietnam; meet the Vietnam - Cambodia Business Association alongside officials and staff of the Vietnamese Embassy and Vietnamese community representatives in Cambodia and engage in a number of other activities.

Man is scheduled to deliver a keynote speech at the opening session of ICAPP 12, highlighting ICAPP's pivotal position and role in strengthening international solidarity and promoting the resolution of international disputes and conflicts through dialogue and multilateral cooperation in accordance with international law and the United Nations Charter.

At the 11th Plenary Session of International Parliament for Tolerance and Peace (IPTP), the NA Chairman will attend the opening session on November 24 morning and will have a host of bilateral meetings with parliamentary leaders of other nations.

Vietnamese, Malaysian navies seek stronger cooperation

Rear Admiral Nguyen Dinh Hung, Deputy Commander of the Vietnam People's Navy, paid a courtesy call on Admiral Datuk Zulhelmy Ithnain, Chief of the Royal Malaysian Navy in Kuala Lumpur on November 21.

Hung, who is accompanying Party General Secretary To Lam on an official visit to Malaysia, congratulated Zulhelmy on his recent appointment as the Chief of the Royal Malaysian Navy in September 2024.

He expressed his hope that, in his new position, Zulhelmy will continue to lead the Royal Malaysian Navy towards further development and contribute to peace, stability, and prosperity in the region.

Hung took this occasion to convey the congratulations from Rear Admiral Tran Thanh Nghiem, Commander of the Vietnam People's Navy, to Zulhelmy.

Hung noted that, after more than 50 years of diplomatic relations between Vietnam and Malaysia and nearly 10 years of bilateral strategic partnership, the relationship between the two countries has been continually strengthened and developed, becoming deeper and more substantive across all areas.

Particularly, Vietnam and Malaysia are neighboring coastal nations with many similarities in history and culture, both members of the "common roof" of the Association of Southeast Asian Nations (ASEAN), he said.

Along with the robust development of the bilateral relations, cooperation between the two armies, and particularly the two navies, has consistently been reinforced and enhanced, with many positive results in recent years, he noted.

He said that the Navy Chiefs of both countries have maintained regular contact through visits, talks, and informal meetings, adding that the two sides have established, maintained, and effectively utilized a bilateral naval consultation mechanism, regularly sending delegations and ships to participate in multilateral activities hosted by either party, providing mutual support in hydrographic cooperation, and assisting in the training of command officers for the Vietnam People’s Navy.

For his part, Zulhelmy took this occasion to invite the Commander of the Vietnam People's Navy to pay an official visit to Malaysia soon.

Regarding bilateral naval cooperation, Zulhelmy affirmed Malaysia's readiness to strengthen and enhance the cooperative relationship in the future, including welcoming Vietnamese naval vessels to visit Malaysia, VNA reported.

As Malaysia prepares to assume the rotating ASEAN Chairmanship in 2025, Zulhelmy expressed his hope for Vietnam's support in ensuring Malaysia's successful chairmanship, particularly in strengthening and expanding cooperation between the two navies.

He also invited the Vietnam side to send a delegation to the Langkawi International Maritime and Aerospace Exhibition (LIMA), which Malaysia hosts biennially.

To further enhance naval cooperation, the two sides agreed to continue discussions on establishing a joint maritime patrol mechanism and a communication channel between their navies. This aims to maintain peace and stability in adjacent maritime areas and effectively address non-traditional security challenges.

Both sides also committed to promptly sharing information and coordinating to resolve incidents involving fishing vessels and fishermen of either country violating each other's territorial waters, aiming to prevent and combat illegal, unreported, and unregulated (IUU) fishing.

At the meeting, Hung signed the Royal Malaysian Navy's guestbook and exchanged emblems of the two navies.

Cold spell set to strengthen in northern region

A cold spell is predicted to impact the northern region from November 27, potentially bringing temperatures in high mountainous northern areas to under 10 degrees Celsius.

According to the National Center for Hydro-Meteorological Forecasting, a cold spell is currently moving north. From the evening of November 26, the northern region is likely to experience a mild reinforcement of cold spell, resulting in continued cool temperatures.

During this drop in temperatures, the weather in the northern and northern-central regions will experience chilly spells lasting through the night and into the morning, cited VOV.

Minimum temperatures in the northern region are expected to be between 16 and 18 degrees Celsius, while mountainous areas may see temperatures of 10 degrees Celsius, with several locations experiencing lows below 10 degrees Celsius.

In the capital city of Hanoi, the minimum temperatures are projected to range from between 16 to 18 degrees Celsius from November 29 to November 30.

Vietnam, Dominica sign cooperation deals

Vietnam and Dominica have signed a Memorandum of Understanding (MoU) on the establishment of the Joint Committee to promote trade and technical cooperation.

The MoU was signed in the presence of Vietnamese Prime Minister Pham Minh Chinh and Dominican President Luis Rodolfo Abinader Corona in Santo Domingo on November 20 (local time) as part of the former's ongoing official visit to Dominica.

Both sides also signed a MoU on cooperation between the Diplomatic Academy of Vietnam and Diplomatic Academy of Dominica.

Addressing the press briefing following the signing ceremony, President Abinader says one of his country's strategic targets is to promote and heighten relations with Vietnam as both countries share various common goals after opening an embassy in Ha Noi in 2021.

Abinader said during his summit meeting with Pham earlier the same day, both sides discussed measures to boost bilateral cooperation in such potential areas as defense, telecommunication and tourism, VGP reported.

For his part, Pham said this is the first visit by a high-ranking Vietnamese delegation to Dominica after nearly 20 years since the two countries established diplomatic relations.

Pham said he suggested that both countries should negotiate and sign a number of agreements to create a legal foundation for promoting comprehensive cooperation between the two sides, during his summit meeting with President Abinader.

These deals should encompass trade, investment, culture, education and people-to-people exchanges, added the Vietnamese Prime Minister.

Both countries should also work together to uphold multilateralism and international cooperation to contribute to peace, cooperation and development in the world amid rapid and complex evolution of the global situation.
