Vietnam's First-ever Provincial Green Index Announced

Provincial Green Index (PGI) is a set of indicators to evaluate and rank environmentally friendly localities from the perspective of business practices such as environmentally friendly technology applied by local businesses, willingness to invest in environmental issues of local governments and many other important environmental issues.

The U.S. Mission to Vietnam, through the United States Agency for International Development (USAID) together with the Vietnam Federation of Trade and Industry (VCCI), on April 11, launched of a new tool to promote green economic growth, the Provincial Green Index (PGI).

This is a set of indicators to evaluate and rank eco-friendly localities from the perspective of businesses with the goal of promoting better business practices and more sustainable business environment. Accoring to representatives from U.S. Mission to Vietnamm environmentally friendly businesses are able to attract green investment.

During her visit to Vietnam in 2021, Vice President of the United States Kamala Harris has announced USAID support for the development of such index, calling for private sector action on climate.

Two years after Harris' visit to Vietnam, USAID Vietnam Country Director Aler Grubbs and VCCI President Pham Tan Cong presented the award, honoring the top 10 provinces in the Provincial Competitiveness Index (PCI) in 2022 and the top 3 provinces with the highest PGI.

In particular, the northern coastal province of Quang Ninh once again topped Vietnam’s PCI 2022, while Tra Vinh, Lang Son, and Bac Ninh are the top three PGI performers.

The 2022 PCI report was developed from responses from 11,872 firms, including 10,590 domestic private businesses and 1,282 foreign-invested enterprises in Vietnam. This year's PCI report was published on the occasion of the 60th anniversary of the establishment of the VCCI (1963-2023) and the 10th anniversary of the Vietnam - US Comprehensive Partnership (2013-2023).

“For nearly 20 years, the Provincial Competitiveness Index published annually by VCCI has been contributing to promoting dialogues, discussions and effective actions on important issues related to the environment. business.

The newly-launched PGI builds on the success of the PCI and is an indication of the growing awareness of the private sector that environmental issues are as important as business performance and long-term growth of the economy,” said USAID Vietnam Country Director Aler Grubbs.

The PCI report has significantly improved Vietnam's favorable business environment since it was developed and implemented in 2005, according to the U.S. Mission to Vietnam. Also, it has become an important tool to encourage and promote reforms at both the central and local levels in economic governance. Accordingly, the PGI will contribute to accelerating Vietnam's sustainable economic development and boost Vietnam's efforts to achieve its commitments made at COP26.
