“22.000 Expatriates Are Studying in Vietnam”
According to Hung, over the past ten years, the Vietnamese Ministry of Education and Training has proactively hosted negotiations, implemented the signing of 161 treaties and agreements, and promoted relations with more than 100 countries and territories. In addition, Vietnam has participated in several sub-regional, regional, and inter-regional mechanisms in ASEAN, ASEM, and APEC, which contributes to enhancing international cooperation in education and training.

Since 2013, more than 3,500 memoranda of understanding and agreements on education and training cooperation and exchanges of students and lecturers signed between Vietnamese and foreign educational institutions. These signed documents have created favorable conditions for developing the international cooperation and integration activities of the Vietnamese education sector.
Vietnam is an active and proactive member and has participated in activities of international organizations including UNESCO, UNICEF, SEAMEO, ASEAN, APEC, and ASEM. The Vietnamese education sector has carefully implemented the joint statements and international commitments.
In particular, over the past ten years, the Minister of Education and Training of Vietnam has served as the President of the Southeast Asian Ministers for Education Organisation Council in the 2013-2014 term on lifelong learning; and Chair of the ASEAN Education Cooperation term 2022-2023 with the theme "Joint efforts to reimagine learning and building resilience of education systems in ASEAN and beyond in the new context”.

The past ten years have also marked many outstanding results in human resource training abroad using state budget and non-budget sources. In the 2013-2022 period, there were 3,535 lecturers from universities and colleges in Vietnam studying and researching abroad.
Currently, nearly 200,000 Vietnamese students are studying abroad at high school, university, and postgraduate levels, increasing about 2.5 times compared to the periods before 2013.
The number of foreign students studying in Vietnam has also increased over the past ten years, with a current number of about 22,000 students, of which nearly 4,000 are international students under agreements.

To implement Resolution No. 29, Vietnamese higher education institutions have proactively improved the quality of human resources through joint training programs with foreign countries and student and lecturer exchange programs. According to data managed by the Ministry of Education and Training, to June 2023, there are 408 joint training programs of 44 Vietnamese higher education institutions with 102 foreign higher education institutions from 26 countries and territories.
Accordingly, with relatively comprehensive and synchronous solutions, investment activities in Vietnam's education have made significant development after ten years of the implementation of Resolution 29. According to statistics from the Foreign Investment Department under the Ministry of Planning and Investment, the total FDI capital in the education sector in Vietnam is more than 4.5 billion USD with 605 projects from 33 countries and territories by June 2022.
