70 Years of Dien Bien Phu Victory: A Celebration of Independent Vietnam
Present at the event were Prime Minister Pham Minh Chinh along with leaders and former leaders of the Party, State, Vietnam Fatherland Front, representatives of departments, ministries, organizations of the Central Government, provinces, cities, and Dien Bien Province.

After a solemn flag-raising ceremony with 21 cannon shots, Prime Minister Pham Minh Chinh delivered a speech commemorating the 70th anniversary of the Dien Bien Phu victory. The Prime Minister affirmed that the historic Dien Bien Phu victory was "recorded in the nation's history like a Bach Dang, a Chi Lang, or a Dong Da triumph of the twentieth century, and was recorded in the history of the world as a brilliant victory in taking down the stronghold of the colonial imperialism system."
The Prime Minister commemorated the great contributions of President Ho Chi Minh and General Vo Nguyen Giap. e emphasize the great contributions of predecessors, heroic martyrs, heroic Vietnamese Mothers, heroes of the people's armed forces, and generations of cadres, generals, officers, soldiers, youth volunteers, frontline workers... who dedicated, devoted, fought and sacrificed themselves to contribute to the historic Dien Bien Phu victory.

The Prime Minister recalls the years-long worries and concerns of searching for missing comrades. Families are waiting day and night for information about loved ones who died on the battlefield. He confirmed that comrades' blood and bones have merged into the Northwest soil to serve the rich and beautiful Vietnam.
The Prime Minister's speech reaffirmed the recognition of the Vietnamese people to the wholehearted support from brotherly countries, namely the Soviet Union, China, Laos, and Cambodia, and peace-loving people around the world who joined hands with the Vietnamese people to realize the historic Dien Bien Phu victory.
The Prime Minister reviewed the great resistance war against the French by the Vietnamese army and people under the leadership of the Party, which the Dien Bien Phu victory was the highlight. From this victory, the Party and people continued to unite to bring about great victories for the entire nation such as the Great Spring Victory in 1975 to reunify the country, as well as the post-war national development.
The Prime Minister reiterated General Secretary Nguyen Phu Trong's assertion: "Never before has our country enjoyed such a fortune, strength, international position, and prestige as today."

He called on comrades, soldiers throughout the country, and compatriots abroad to join forces, take advantage of all opportunities, strive to overcome all difficulties and challenges, and work to build Vietnam into a developing country with modern industry and high average income by 2030, the 100th anniversary of the Party's founding. Additionally, believes will be a developed, high-income country by 2024, the 100th anniversary of the country's founding.
“We believe and are proud that in the heroic and glorious pages of our nation's history with the eternal spirit of Dien Bien Phu. Difficulties will be overcome and challenges will be solved so that we continue the heroic song of triumph...," said Prime Minister Pham Minh Chinh.
Representative of Dien Bien Phu soldiers, Pham Duc Cu (94 years old, former Assistant Staff Officer of Battalion 394, Anti-Aircraft Artillery Regiment 367) said that he testified with his own eyes the historical moments of hardships and glory of the nation on the Dien Bien Phu front. He was deeply touched to recall his comrades and people who sacrificed themselves to achieve a “resounded throughout the five continents and shaken the world" Dien Bien Phu victory.

70 years ago, in the decision, strategic Dien Bien Phu battle, Battalion 394 and Battalion 383 belonging to Regiment 367 of Anti-Aircraft Artillery were honored to be assigned to build an anti-aircraft fire in the airspace of Dien Bien. They were asked to fight against the enemy's Air Force to protect the formation of Vietnam's Infantry units. With their determination, they spent 56 days and nights in a rain of bombs and storms of bullets, fighting heroically, standing side by side with other units, defeating the air force of the French colonialists and the US intervention, cutting off the enemy's aviation supply in Dien Bien's airspace, shooting down 62 aircraft of all types, including the B24 fortress; making an important contribution to the overall victory of the army and people in the Dien Bien Phu campaign.
"The campaign succeeded. We were proud to be honored by the Party and State with the title of Hero of the People's Armed Forces," said Pham Duc Cu.
Dien Bien Phu veterans expressed their excitement and pride in contributing to building Dien Bien to be a captivating place.
He hopes that the young generation will remain proud, remember, and promote the nation's glorious traditions and the spirit of Dien Bien Phu victory. He hopes they will dare to think, take action, be dynamic and creative, and create new miracles in the future, to construct and defend the socialist Vietnamese Fatherland.
Representing the young generation, Vu Quynh Anh expressed gratitude that every achievement the young generation has today is fought for by the blood and bones of revolutionary predecessors and millions of Vietnamese people.

"We, the young generation, vow to be loyal to the Party, steadfast in the revolutionary path that the Party, Uncle Ho, and our People have chosen. We cherish history, love peace, cultivate a positive heart, nurture bright mind, build great ambitions, strive to become a good citizen, actively contribute to the cause of building and protecting the socialist Fatherland of Vietnam," said Quynh Anh.
Representatives of the young generation pledge to promote the spirit of Dien Bien Phu victory, constantly studying, working, creating, and mastering science and technology; putting efforts in starting a business and establishing a career; promoting Vietnam's strength, bravery, and intelligence for innovation, industrialization, modernization, and international integration.
“Promoting the spirit of Dien Bien Phu victory, we vow not to back down when facing difficulties and hardships, willing to go anywhere, take on any duty that the Fatherland needs, and join forces with the community; determined to protect the sacred sovereignty of the Fatherland firmly, participating in maintaining security and order, for the peaceful life of the people", committed the representative of the young generation of Vietnam.
At the celebration, Prime Minister Pham Minh Chinh, on behalf of the Party and State leaders, awarded the First Class Independence Medal to the Party Committee, government, and people of all ethnic groups in Dien Bien province who have made particularly outstanding achievements in contribution to the cause of socialism and national defense.
After the ceremony at the Dien Bien Provincial Stadium, a military parade with the participation of about 12,000 people, including all forces of the army, militia and self-defense, police, departments, and unions of social organizations was held.
