Annual Briefing for Foreign NGOs Operating in Vietnam in 2024

On November 1st in Hanoi, the Committee For Foreign Non-Governmental Organizations Affairs organized an information sharing meeting with foreign non-governmental organizations (NGOs) in 2024. This is an annual activity and a focus of the Committee's work this year to strengthen connections, share information, and guide the activities of foreign non-governmental organizations in Vietnam.

Nguyen Ngoc Hung, vice president of the Viet Nam Union of Friendship Organizations (VUFO), chaired the conference, with the attendance of nearly 200 representatives from foreign non-governmental organizations and representatives of agencies participating in the Committee's mechanism.

At the meeting, delegates were updated on the political, economic, and social situation in Vietnam as well as policies and orientations related to foreign non-governmental organizations. Information on administrative procedures such as seal regulations and personal income tax exemptions for foreign experts was also shared to facilitate foreign non-governmental organizations in implementing programs and projects in Vietnam.

The meeting also served as a forum for organizations to exchange difficulties, make recommendations, and discuss solutions to overcome obstacles, helping organizations and the Committee, as well as the Viet Nam Union of Friendship Organizations, to cooperate more effectively.

As reported at the meeting, as of the end of September 2024, there were 379 foreign non-governmental organizations from 29 countries and territories with ongoing programs and projects in Vietnam, focusing on addressing social issues, socio-economic development, and healthcare.

In 2024, the Viet Nam Union of Friendship Organizations and the People's Aid Coordinating Committee (PACCOM), a unit of the Viet Nam Union of Friendship Organizations, have strengthened regular and timely information sharing with leaders of foreign non-governmental organizations and foreign embassies.

They visited 12 localities in the country and organized information-sharing conferences for ministries, branches, and people's organizations at the central level. Notably, the Viet Nam Union of Friendship Organizations had direct working sessions with competent agencies to find solutions to improve administrative procedures and support the activities of foreign non-governmental organizations in Vietnam.

The meeting discussion focused on administrative procedures, one of the biggest challenges faced by foreign non-governmental organizations. Representatives from relevant agencies provided detailed answers to questions and recommendations from the organizations. Foreign NGOs attending the conference appreciated the efforts and highly valued the support from the member agencies of the Committee over the past time, and expressed satisfaction with the useful information shared at the meeting.

Concluding the meeting, Nguyen Ngoc Hung acknowledged the difficulties faced by foreign non-governmental organizations. He committed that the Committee will continue to improve administrative procedures, promote the application of information technology to promptly receive and respond to the organizations' opinions. He affirmed that the Committee and the Viet Nam Union of Friendship Organizations are always ready to accompany the organizations in all activities.

According to the information at the conference, in the coming time, the Viet Nam Union of Friendship Organizations will focus on five key activities, including organizing a ceremony to recognize the contributions of foreign non-governmental organizations in 2024, summarizing the national program on strengthening cooperation and mobilizing foreign NGOs' assistance for the 2019-2025 period, reviewing, amending, and supplementing a number of related documents, organizing the 5th International Conference on Cooperation between Vietnam and foreign non-governmental organizations, continuing to accompany foreign non-governmental organizations in Vietnam.
