Under to the provisions of the Law on NA and People’s Council deputies election, with the three-step consultative process, to be named in the election list, candidates must be selected carefully and objectively. Of this, the frank opinion of people on the candidates is the most respected one.

Democracy in practice and structure

Mr. Bui Nguyen Suy, Deputy Head of Board of Petition of the National Assembly Standing Committee asserted “In Vietnam, the election of NA and People’s Council deputies at different levels aims to choose elected representatives in the state apparatus. Legal regulations on the election are very democratic and transparent. We have a very strict process.”

Specifically, there are candidates nominated by agencies and organizations and those self-nominated. Nominated candidates must collect ideas of voters at the place where they are working while self-nominated ones can pass the step but must still collect inputs of voters where they are living.

For the election process, all must comply with three consultative steps, including consultation on structure and composition, consultation on number, input collection of voters at the places where the candidates are working or living and consultation on selecting and setting up list of candidates with full standards to be nominated NA and People’s Council deputies

“Aiming to ensure the objectivity and democracy, the Vietnam Fatherland Front Central Committee will organize consultative meetings with its member organizations and social and politic organizations. Consultation means the Vietnam Fatherland Front Central Committee must give specific comments on each delegate,” he said.

Promoting civil right at the highest level

Mr. Pham The Duyet, former Politburo member, former Chairman of the the Vietnam Fatherland Front Central Committee said “Since commenting and choosing who deserve among the candidates, we must consider very carefully. The Party leads on the basis of organizations of the Central Committee and unions. The organizations will consider the behavior and capacity of the typical representatives nominated by agencies and organizations.

“We respect all of the nominated candidates but still consider whether they deserve or not through consultative steps. Agencies or organizations where they are working must contribute ideas and give comments on them,” he stressed.

After organizations gave comments, the list of the most outstanding candidates will be set up to submit to the National Electoral Council. If the list is approved by the council, documents of the candidates will be sent to voters at the places where they are living for ideas contribution on whether they deserve to be NA or People’s Council deputies or not./.
