Ho Chi Minh city to carry out 7 breakthrough programs
Ho Chi Minh city will mobilise all social resources to carry out projects belonging to 7 breakthrough programs, with a priority for infrastructure links, especially traffic projects.
So stressed Dinh La Thang, Politburo member and Secretary of the Ho Chi Minh city Party Committee, during the closing session of the meeting of the city Party Committee (term X) on September 25th.
He added that the implementation of the 7 breakthrough programs aimed to satisfy the requirements for development, integration and an increase of the city residents’ quality of life, suiting the 12th National Party Congress and the city’s 10th Party Congress resolutions.
According to Secretary Thang, to realise the resolutions, the city should take advantage of all resources, including the State budget, State properties; resources in enterprises, and especially resources among people. “There are many universities and research institutes in the city,” he said. “They are a precious source of intellect to carry out successfully the 7 breakthrough programs.”
Among the 7 breakthrough programs, increasing the quality of human resources plays a decisive role in making breakthrough in economic, cultural and social development; in combination with a comprehensive renewal of education and training, and strong development of science and technology to make it the most important driving force for the city development, Secretary Thang went on to say.
He said that administrative reform would help create a transparent, equitable and convenient business environment for attracting investment. Meanwhile, developing qualified human resources will satisfy the demand for sustainable development and international integration; and the program on increasing the quality of growth and competitiveness of the city economy will promote the re-structuring of the city economy and establish a suitable economic structure.
In addition, programs on reducing traffic congestion and accidents, flooding and environmental pollution will help address emerging problems and raise the quality of residents’ life.
Head of the city Party Committee noted that the Party organizations and authorities at all levels should prepare thoroughly for the city’s residents to welcome the 2017 lunar New Year festival, especially caring for policy beneficiaries, revolutionary contributors, the lonely elderly and poor families./.
