Launching Initiative to Raise Awareness of Law on Persons With Disabilities For Children

Children do not have much access to the law on persons with disabilities
Pham Quang Khoat, vice president of Hanoi Disabled People Association, said that the initiative has been implemented from June 2023 to May 2024 in two districts Bac Tu Liem and Dong Anh district.
The initiative was implemented in 13 schools including Phuc Dien Primary School, Dong Ngac A Primary School, Xuan Dinh Primary School, Phuc Dien Secondary School, Thuong Cat Secondary School, Co Nhue 2 Secondary School, Xuan Non, Duc Tuc and Bac Hong Primary and Secondary Schools, and Binh Minh Specialized School.
Khoat said that currently, students have access to many laws such the Children's Law, Traffic Law but have not yet had access to the Law on Persons with Disabilities. Meanwhile, the Law on Persons with Disabilities was promulgated, effective and implemented for more than 12 years.
The launch of the initiative is for people with disabilities (especially children) to have equality in society, to raise awareness about disabilities through the communication activity "Images of people with disabilities through an artistic perspective," give legal advice on the rights of people with disabilities.
The initiative brings the project's impact to beneficiaries, state agencies, stakeholders and the community.
Khoat hopes that 6,000 children will participate in the project's activities, 1,000 people participate in the online game "Learn about the Disability Law," 1,000 children are instructed to draw pictures about the project topic.
400 messages through paintings of children participating in the drawing contest on the topic "Images of people with disabilities through an artistic perspective" will be exhibited.
"For the project to be effective, in addition to the Association's efforts, the prerequisite is the coordinated support of the Department of Labor, War Invalids and Social Affairs, the Department of Education of the two districts and the teachers in charge of 13 schools," Khoat said.

Do Thi Thuy Hang, deputy head of the Department of Labor, Invalids and Social Affairs of Dong Anh district, said that as one of the two project beneficiaries, Dong Anh district along with schools and teachers implemented the project.
Hang suggested that the project results should be maintained in the following years through coordination between the parties.
After the project, there will be coordinated events between the Hanoi Disabled People Association and the associations in Dong Anh district, implementing school activities that integrate the content of the disability law, contributing to comprehensive education for students.

Hong Van, representative of the Justice Initiative Facilitation Fund (JIFF), said that the project's activities reach students and stimulate their creativity to access the Law on Persons with Disabilities.
She hopes the initiative will add more content and methods to raise awareness and communicate to children about the difficulties people with disabilities face in life, in health law, medical examination and treatment, and labor law.
"Hopefully there will be more projects to bring legal policies to schools so that students can grasp policies to have the understanding to support difficult situations in life," she said.
The principal of Binh Minh Specialized School said that training for people with disabilities to understand the Law on Persons with Disabilities requires the participation of parents and guardians. In cases of severely disabled children, only parents and guardians can help their children understand.
