Newly-appointed French Ambassador to Vietnam Reveals Four Priorities for his Term
In the context that Vietnam and France mark 50 years of diplomatic ties and 10 years of Strategic Partnership in 2023, French Ambassador to Vietnam Olivier Brochet has assumed his current position. Despite his lack of understanding of Vietnam, the Ambassador has numerous ideas for goals in his three-year term to develop bilateral relations.
The first impression the Ambassador has when he arrives in Vietnam is the special Vietnam-France friendship, which not only the historical significance of overcoming many ups and downs but also the strong cooperation over the past 50 years.
France was one of the first Western countries to cooperate with Vietnam on the path to growth. As a result, many partnerships between the two countries were formed early on, serving as a solid basis for future relationships.

Since its presence in Vietnam 30 years ago, the French Development Agency (AFD) has sponsored more than 2 billion Euros. Tens of thousands of Vietnamese students had the opportunity to study in France at the same time. Currently, France has spent 1.5 million Euros each year on scholarships for Vietnamese students.
French research agencies have also participated in Vietnam’s market in the fields of science and technology, agriculture, and healthcare. France is the second largest European investor in Vietnam, employing over 50,000 Vietnamese.
In terms of security cooperation, France, a permanent member of the United Nations Security Council and a member of the European Union (EU), continually supports Vietnam in its efforts to ensure security, sovereignty, and international law. Vietnam and ASEAN, in particular, play critical roles in France's Indo-Pacific policy.
During the press conference, Ambassador Olivier Brochet stressed his four key targets for the next three years in Vietnam;
First, to assist Vietnam in addressing major global issues such as climate change and biodiversity conservation. Vietnam aspires to achieve net zero emissions by 2050. Therefore, the Ambassador stated that France and the international community would support Vietnam because this is a practical aim for the entire world. According to the Fair Energy Transition Partnership (JETP) Declaration, Vietnam would receive 500 million euros from France over the next five years.
Second, to support Vietnam in making use of economic frameworks such as the EU-Vietnam Free Trade Agreement, enhancing Vietnam's products to meet European market standards and therefore being able to sell worldwide.
Third, to support Vietnamese enterprises by encouraging French companies to provide the greatest goods in all areas, including security and defense.
Finally, to strengthen cooperation in the international arena through forums in which France and Vietnam participate to promote ideals shared by both countries, such as respect for sovereignty and international law. The Ambassador stated that France and Vietnam would contribute to the preservation of these ideals through international platforms.
On September 26, new-appointed French Ambassador Olivier Brochet presented his credentials, beginning his three-year term in Vietnam. He was the general director of a French teaching agency abroad before taking his current position. |
