According to the Ministry of Industry and Trade, from May 19 to 22, 2025, in the United States, the Vietnamese elegation, led by Minister of Industry and Trade and Head of the Government Negotiation Delegation Nguyen Hong Dien, participated in the second negotiation session of the Bilateral Agreement on Reciprocal Trade between Vietnam and the United States. The delegation included representatives from various ministries and sectors, such as Public Security, Foreign Affairs, Finance, Construction, Home Affairs, Agriculture and Environment, Science and Technology, Justice, and the State Bank. The session was held in Washington, D.C., in line with the agreed plan.

On May 19, 2025 (local time)—corresponding to May 19 and 20 in Hanoi—the Vietnamese and US negotiating teams began discussions by addressing fundamental issues of mutual concern and working to accelerate the negotiation process. Both sides engaged in open, frank, and constructive exchanges on key topics, seeking to clarify the Agreement’s text and share insights into each country's current policies. These discussions aim to provide a foundation for the next steps in the negotiation process.

On the same day, Minister Nguyen Hong Dien met with Westinghouse Corporation, a global leader in nuclear power technology.

During the meeting, Minister Nguyen Hong Dien reaffirmed Vietnam's policy to restart its nuclear power program, aiming to ensure energy security amid rising electricity demand and the challenges of unstable renewable energy sources. He emphasized that Vietnam would adopt a cautious, modern, and practical approach to its nuclear development strategy.

The Minister highlighted that Vietnam has several potential sites for nuclear power development, providing a strong foundation for collaboration with international partners such as Westinghouse. This cooperation would encompass both large-scale and small modular reactor (SMR) projects, reinforcing energy development as a key factor in balancing bilateral trade relations.

Margaret Cosentino, Vice President of Westinghouse, voiced strong support for Vietnam's nuclear energy initiative, emphasizing the importance of long-term energy collaboration.

Both sides agreed to exchange information and sign a Memorandum of Understanding (MOU) between Westinghouse and the Vietnam National Energy and Industry Group (Petrovietnam) on nuclear power development. The partnership will continue to focus on critical areas, including investment models for energy infrastructure (PPP, BOT), technology transfer, and training and workforce development for Vietnam’s nuclear industry.
