Accordingly, the province has focused on simplifying procedures for profiles, especially in complex work that costs much time and expenses from people and enterprises; gradually systematising the institutions and policies; smoothing administrative reform; and increasing information and technology applications in the work.

The province has also increased the responsibility and morality of administrative officials by replacing those who drew complaints from people and enterprises.

In addition, law-regulated documents have been inspected so that overlapping, invalid or unsuitable ones can be amended and replaced.

Over the past years, the province has created breakthroughs in administrative reform, especially reform in institutions and administrative procedures. As a result, after years of low rankings, the province’s current administrative reform index is among the best, ranking 7 among 63 provinces and cities nationwide.

The “one-door” mechanism has been carried out in all administrative agencies, especially in granting construction certificates, business registration, tax registration, the transfer of land use right, and medical insurance.

Although the modern electronic “one-door” model has been implemented effectively in the province’s Viet Tri city, the administrative reform ranking does not remain really sustainably as its provincial competitiveness index only reaches the average level compared with other localities of the country, at 39 of 63 provinces and cities./.
