In the condolence book, Phan Anh Son wrote: "The Viet Nam Union of Friendship Organizations would like to extend our deepest condolences to Lao comrades, friends, people and the family of General Khamtay Siphandone, former Chairman of the Central Executive Committee of the Lao People's Revolutionary Party, former President of the Lao People's Democratic Republic. His passing is a great loss to the Party, State, and People of Laos and Vietnam.

On the same day, a delegation of the Vietnam - Laos Friendship Association led by Lieutenant General Nguyen Tien Long, Vice President of the Association, visited and wrote the condolence book to commemorate General Khamtay Siphandone.
In the condolence book, Lieutenant General Nguyen Tien Long expressed his deepest condolences upon hearing the news of General Khamtay Siphandone's passing.

"The passing of Comrade Khamtay Siphandone is a great loss to the Party, State, Lao People, and his family. The Party, State, People, and the Vietnam - Laos Friendship Association have lost a great friend, a close comrade, and brother, who fought side by side during the long years of resistance of the peoples of Vietnam and Laos.
The Central Committee of the Vietnam-Laos Friendship Association and its members extend our profound gratitude to Comrade Khamtay Siphandone for his remarkable contributions to fostering, strengthening, and advancing the exceptional friendship and special solidarity between Vietnam and Laos. We offer our heartfelt condolences to the Laos-Vietnam Friendship Association, the Lao people, and the family of Comrade Khamtay Siphandone.

General Khamtay Siphandone passed away at 10:30 a.m. on April 2, 2025, at the age of 101.
During the resistance war and national salvation, General Khamtay Siphandone led the Lao army and people to share the joys and sorrows, standing shoulder to shoulder with Vietnamese military experts and volunteer soldiers in all circumstances, contributing to the glorious victory of the two nations in the fight against the common enemy.
In the cause of protecting, building and developing the country, General Khamtay Siphandone cooperated closely with Vietnam to exchange experiences, support and help each other.
He was among the Lao leaders who constantly maintained a close relationship with Vietnamese leaders, and was always interested in cultivating, promoting, and contributing to deepening the relationship between the two countries, ensuring that this bond continued to flourish and yield greater achievements for generations to come.
