Human rights are the natural, inherent needs and interests recognized and protected by law. These rights are intrinsic to all humans, encompassing universal rights such as the right to life, freedom, pursuit of happiness, and equality. However, the specifics of these rights can vary based on historical and cultural contexts, tailored to each country and ethnic group. In Vietnam, the Constitution and laws fully guarantee the basic rights of the people in all areas of life. The Vietnamese legal system is built on national cultural values and aligns with international standards, as outlined in the Declaration of Human Rights and international conventions that Vietnam is a part of. At international organizations and forums, Vietnam is highly regarded for its commitment to human rights, which has led to its election as a member of the United Nations Human Rights Council twice.

Reflecting on history, from the early days of the country's founding, President Ho Chi Minh proclaimed in the Declaration of Independence, establishing the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam), that "Vietnam has the right to enjoy freedom and independence and has in fact become a free and independent country. The entire Vietnamese people are determined to devote all their spirit and strength, their lives and property to maintain that freedom and independence." During critical times, the Party Central Committee and President Ho Chi Minh prioritized the people's welfare, launching movements to eradicate hunger, illiteracy, and foreign invaders. This humane policy, aligning with the people's wishes, was widely supported, helping the Vietnamese nation navigate through crises.

Throughout the tumultuous course of history, Vietnam has struggled against foreign invaders and progressed toward innovation and international integration. The Party and State have always prioritized respecting and ensuring the rights of the people. This commitment is why our State is defined as one "of the people, by the people, for the people." The Constitution's capitalization of the word "People" underscores the importance of citizens' rights and reaffirms that all state power derives from and serves the people.

Despite Vietnam's achievements, some individuals continue to spread propaganda that Vietnam severely violates human rights, labeling the country as undemocratic and lacking in freedoms.

In practice, however, Vietnam stands as a testament to its citizens fully exercising their civil, political, economic, cultural, and social rights. The people decide all national affairs, and all citizens have the right to participate in social management. The motto, "people know, people discuss, people do, people supervise, people benefit," is broadly applied to every citizen across all areas of social life.

The notion that Vietnam lacks freedom of speech and press freedom is a personal view held by those with ill intentions. The robust development, variety, richness, and widespread presence of mass media in Vietnam testify to the nation's commitment to freedom of speech, press, and information. Recently, the press has played a crucial role in uncovering and exposing legal violations, significantly contributing to the fight against corruption, and societal issues, and building a fair society, transparent government, and proactive administration.

Over nearly 40 years of renovation, Vietnam has achieved historic milestones, transforming the country and improving people's lives. Economic growth continues to shine, and Vietnam has been recognized by the Food and Agriculture Organization of the United Nations for its accomplishments in eradicating hunger and reducing poverty. Former United Nations Secretary-General Ban Ki-moon praised Vietnam as a leader in implementing the Millennium Development Goals.

Annually, international tourists and friends, including veterans who once fought in Vietnam, visit to witness the reality: Vietnamese people are gentle and hospitable, and the country has risen from the devastation of war, rejuvenating and developing. Despite ongoing challenges and the need for further policy resolutions, Vietnam offers a stable political and social environment where people enjoy a peaceful life, security, and safety. Most importantly, the people truly own the country.

As time progresses, basic aspects of Vietnamese life—such as everyone having food, clothing, and access to education—continue to be affirmed and clearly demonstrated. Those with a conscience and appreciation for human life should refrain from actions that harm the people's interests or deny historical values, as this only hinders societal progress. What is unfolding in Vietnam today, evident through our observations and experiences, will unequivocally validate the truth of the situation.
