Mexican Media Highlights Vietnam's Role in Multilateral Forums

On November 19, the Ministry of Justice, in coordination with the Office of the Government's Human Rights Steering Committee, hosted a conference in Ha Nam Province to review the implementation of Decision No. 1252/QD-TTg dated September 26, 2019. This decision by the Prime Minister approved a plan to enhance the effective implementation of the International Covenant on Civil and Political Rights (ICCPR) and the recommendations of the Human Rights Committee, commonly referred to as Decision 1252.

In his opening remarks, Major General Nguyen Van Ky, deputy chief of the office of the Government's Steering Committee for Human Rights highlighted that the International Covenant on Civil and Political Rights (ICCPR) is one of the two core international human rights treaties, alongside the International Covenant on Economic, Social, and Cultural Rights, and together with the Universal Declaration of Human Rights, forms the International Bill of Human Rights. As an active and responsible member of the international community, Vietnam has made significant efforts to fulfill its obligations under the ICCPR.

Major General Ky emphasized that reviewing the implementation of Decision No. 1252 is a critical task for the Government’s Human Rights Steering Committee and the Ministry of Justice, which oversees the treaty's implementation and the preparation of Vietnam’s national report for submission to the Human Rights Committee in 2025. The conference provided an opportunity for ministries, sectors, and localities to assess the progress and results achieved across four key task areas outlined in the ICCPR Action Plan, including legislative incorporation and legal framework improvement, public education and training, international cooperation, and reporting obligations under the covenant.

The conference also aimed to identify challenges, and shortcomings, and propose innovative solutions for more effective treaty implementation. Participants shared best practices and lessons learned from various localities and agencies to better safeguard and promote civil and political rights for the public.

"I hope this conference will unify the understanding and actions of all levels and sectors to work together more effectively in fulfilling Vietnam's obligations under the ICCPR and the recommendations of the Human Rights Committee. This should lead to fundamental and positive changes in the recognition, respect, and protection of human rights," Major General Nguyen Van Ky said.

After a productive half-day of discussions, the conference successfully concluded its agenda. It served as a valuable platform for the Ministry of Justice to refine its preparations for the upcoming national report defense and evaluate the implementation of Decision No. 1252. The conference also contributed to strengthening coordination among ministries, sectors, and agencies in implementing the ICCPR during the next cycle.

Nguyen Huu Huyen, director general of the Department of International Cooperation (Ministry of Justice), appreciated the detailed and constructive feedback from diverse perspectives shared by participants. He encouraged further written contributions to the Department of International Cooperation and tasked the department with consolidating these inputs into a concise report, focusing on achievements, challenges, and proposed solutions for the Prime Minister’s directives.

He also urged ministries, sectors, and localities to continue reviewing and fulfilling their assigned responsibilities under Decision No. 1252. He emphasized the need for tangible results to support the Ministry of Justice in preparing for Vietnam’s national report defense, scheduled for July 2025.
