Vietnam, Germany bolster legal and judicial cooperation

A delegation from the Ministry of Justice led by Deputy Minister Mai Luong Khoi recently paid a working visit to Germany within the framework of Vietnam – Germany legal and judicial cooperation under the joint statement signed in 2008.

At a working session with the Federal Ministry of Justice, Khoi and Parliamentary State Secretary at the Ministry Benjamin Strasser reviewed the cooperative activities between both sides’ legal and judicial partners under the cooperative program for the 2022-2025 period.

Regarding the cooperative plan in 2024, the two ministries will jointly launch a broad array of specific and effective activities, including strengthening capacity for legal officials, judicial training and digital transformation in the field.

Strasser hailed the achievements the two sides have recorded and said his ministry will continue coordination with the Vietnamese side to fully implement cooperative activities in 2024, and work with the German Academic Exchange Service to support high-quality human resources training at the German Law Center established at the Hanoi University of Law.

Meanwhile, General Director of the German Foundation for International Legal Cooperation (IRZ) Alexandra Albert affirmed continued support for the Vietnamese ministry in learning international experience in relevant areas.

Deputy Minister Khoi also had a meeting with Minister of Justice of Hessen State Christian Heinz, during which the two sides consented to continue realizing their Memorandum of Understanding signed between the two ministries in November 2022, cited VOV.

At the event, German experts shared experience in building and carrying out the state’s e-justice program with the Vietnamese ministry.

At a working session with vice chairman of Hessen state parliament’s legal commission Frederick Bouffier, Khoi briefed the host on the cooperative results in the legal area between Hessen and Vietnam.

Bouffier underlined the importance of legal cooperation which contributed to the cooperation between the two countries.

President of the World University Service of Germany Kambiz Ghawami proposed the two sides hold workshops to share experience of the German and Hessen states in law enforcement and digital transformation in legal and judicial fields as both countries are celebrating their 50th anniversary of diplomatic relations in 2025.

During the trip, the Vietnamese Justice Ministry delegation also had a working session with officials of the German Federal Chamber of Notaries (Bnotk), the Federal Association of German, Mitte district court and Wiesbaden district court, the Vietnamese Embassy in Berlin and the General Consulate in Frankfurt.

Khanh Hoa province seeks tourism partners in Thailand

The south-central coastal province of Khanh Hoa introduced its tourism potential to potential partners in Thailand at a conference held in the Thai capital Bangkok on April 26.

At the conference, the Vietnamese Ambassador-designate to Thailand Pham Viet Hung said there is great potential for tourism cooperation between Vietnam and Thailand, citing statistics that nearly half a million Thai tourists visited Vietnam and 900,000 Vietnamese traveled to Thailand last year.

He held that the signing of MoUs on tourism linkages at the conference will help promote cooperation between the two countries in the field, according to VNA.

Vice Chairman of the Thai Chamber of Commerce Pairat Burapachaisri took note of Khanh Hoa’s advantages, particularly its Nha Trang city, a popular beach destination for foreign holidaymakers.

Saranya Sakontanarak from the Thailand-Vietnam Business Council also said Khanh Hoa is home to many quality tourism destinations, meeting the needs of various segments of tourists. She urged Thai businesses to explore investment opportunities in the Vietnamese province.

On the occasion, the Nha Trang-Khanh Hoa Tourism Association signed an MoU in cooperation with the Thai Tourism Association.

Vietnam Festival in Osaka helps boost bilateral ties with Japan

The second Vietnam Festival in Osaka, Japan was jointly held on April 27 by the Vietnamese General Consulate in Osaka in collaboration with the administrations of Japanese prefectures in the Kansai region and Vietnamese associations and organizations.

The two-day event came following the success of the first event held in 2023 to celebrate the 50th anniversary of the Vietnam–Japan diplomatic ties.

Vietnamese General Consul Ngo Trinh Ha said he believes that the festival will bring the Vietnamese culture as well as the image of a dynamic Vietnam with tourist attractions closer to Japan.

Hailing the General Consulate’s efforts to launch the event, Ambassador Pham Quang Hieu emphasized that it will popularize Vietnamese cultural values among the international community, helping deepen mutual understanding and strengthen bilateral relations.

He thanked leaders of localities in Kansai for accompanying and supporting the Vietnamese community to better integrate into the host nation, VOV reported.

In response, the Japanese Ambassador in charge of Kansai region Tsutomo Himeno showed his elation at the sound relations between Vietnam and Kansai and Japan as a whole, hoping the two countries will join hands to build a happy world.

The festival also received letters of congratulations from Governor of Osaka prefecture Yoshimura Hirofumi, and Governor of Nara prefecture Yamashita Makoto, and Mayor of Osaka city Yokoyama Hideyuki.

Alongside booths displaying Vietnamese traditional cuisine, the organizing board arranged ones for Vietnamese businesses to introduce their products and services.

On the occasion, the Vietnamese community in Kansai held a ceremony to offer incense to commemorate the Hung Kings, the founders of the Vietnamese nation.

Intense heatwave sweeps nationwide

The National Center for Hydro-Meteorological Forecasting predicts that there will be widespread hot and intense heat across the country for at least two more days, until April 30. After that, the heat is expected to gradually ease starting from May 1.

This prolonged heat wave poses an increased risk of natural disasters, especially at level 1, with specific regions like Son La, Hoa Binh, and from Thanh Hoa to Phu Yen facing a level 2 risk.

On April 28 and 29, the provinces of Son La, Hoa Binh, and Thanh Hoa to Phu Yen will experience exceptionally intense heat. Temperatures are expected to commonly reach 39-42 degrees Celsius, and in some areas, exceed 42 degrees Celsius. Relative humidity levels are forecasted to range from 30-35 percent.

Likewise, the northern, central highlands, and southern regions will experience scorching and intense weather, with temperatures ranging from 36-39 degrees Celsius, occasionally exceeding 39 degrees Celsius. The humidity is expected to be between 40-45 per cent.

From Khanh Hoa to Binh Thuan provinces, hot weather is expected to range from 35-37 degrees Celsius, with some areas exceeding 37 degrees Celsius. Humidity typically ranges from 45-50 per cent, cited VNS.

Meteorological experts are warning about the potential hazards that can arise from intense heat and low humidity. These hazards include an elevated risk of explosions and fires in residential areas due to increased electricity usage, as well as an increased likelihood of forest fires.

Prolonged exposure to high temperatures can lead to dehydration, exhaustion, and heat strokes.

It's important to note that forecasted temperatures may differ from actual outdoor conditions by 2-4 degrees Celsius or more, depending on surface materials such as concrete or asphalt.

To minimize the adverse health effects of the heatwave, medical professionals recommend preventive measures such as staying hydrated, maintaining a nutritious diet rich in fruits for adequate vitamin intake to boost immunity, and avoiding sun exposure between 11 am and 3 pm, especially for those sensitive to extreme weather conditions.

Thai Binh province rolls out red carpet for Dutch businesses

The northern province of Thai Binh always accompanies and creates the best conditions for enterprises, including those from the Netherlands to invest in and run long-term and effective business in the locality, Secretary of the provincial Party Committee Ngo Dong Hai has affirmed.

At an investment and trade promotion conference held by the province's delegation in Leeuwarden city, Friesland province on April 25, Hai highlighted that Thai Binh, boasting a sound investment climate with various incentives, and a favorable geographical location, has become a leading attractive destination for foreign investors in the north of Vietnam.

He expressed his hope that the conference would open up numerous cooperative opportunities between Thai Binh and the Netherlands in all areas, particularly clean water management, education, healthcare, clean energy, hi-tech agriculture, pharmaceuticals, and biology, which align with the province’s demand and the European country’s strengths.

Briefing participants on the province’s strengths, potential, and investment priorities, Vice Chairman of the provincial People’s Committee Lai Van Hoan stressed that Thai Binh hopes to welcome Dutch enterprises to study investment opportunities and engage in the development of the Thai Binh Economic Zone in the green, clean and sustainable direction.

At the event, Thai Binh leaders and Vietnamese Ambassador to the Netherlands Ngo Huong Nam witnessed the signing of a cooperative agreement between the province and the World Trade Center Leeuwarden, cited VNA.

The conference was held as part of the working trip of the Thai Binh province delegation to the country from April 23 to 26.

The same day, the delegation made a courtesy call to the King’s Commissioner of Friesland Arno Brok, during which the two sides concurred to bolster cooperation and called for businesses to work together in various sectors in the coming time.

It had working sessions with Boskalis and Royal Van Oord, the two leading Dutch corporations dredging, sand exploitation, and maritime construction, and visited a wind farm of Pondera, a group specializing in offshore wind energy. The enterprises expressed their interest in the province’s investment projects, particularly its socio-economic master plan with the direction of expanding toward the sea.

The delegation also visited the Vietnamese Embassy in the Hague.
