Top leader leaves Hanoi for Mongolia, Ireland, France, and 19th Francophonie Summit

Party General Secretary and State President To Lam, his spouse and a high-ranking delegation departed Hanoi on September 30 morning to pay State visits to Mongolia and Ireland, attend the 19th Francophonie Summit and make an official visit to France from September 30-October 7.

The Vietnamese top leader’s visits are made at the invitation of Mongolian President Ukhnaagiin Khurelsukh, Irish President Michael D. Higgins and French President Emmanuel Macron, respectively.

The delegation include Bui Thi Minh Hoai, Politburo member and Secretary of Hanoi Party Committee; Nguyen Duy Ngoc, Secretary of the Party Central Committee and Chief of the Party Central Committee Office; Le Hoai Trung, Secretary of the Party Central Committee and head of the Party Central Committee’s Commission for External Relations; Bui Thanh Son, Secretary of the Party Central Committee, Deputy Prime Minister and Foreign Minister; among others.

The State visits to Mongolia, Ireland, attendance at the Francophone Summit and official visit to France by General Secretary and President To Lam aims to reaffirm Vietnam's foreign policy of independence, self-reliance, multilateralization, diversification, pro-activeness and active, comprehensive and extensive international integration, cited VOV.

The visits also demonstrate the Vietnamese Party and State's recognition of great importance to the traditional friendship between Vietnam and Mongolia, the friendship and multifaceted cooperation between Vietnam and Ireland, the strategic partnership between Vietnam and France, and their desire to elevate and deepen cooperation frameworks in line with the new situation and interests of the countries.

Vietnam, China hold 13th session of Economic and Trade Cooperation Committee

Minister of Industry and Trade Nguyen Hong Dien and Chinese Minister of Commerce Wang Wentao co-chaired the 13th session of the Vietnam-China Economic and Trade Cooperation Committee in China on September 29.

At the session, Minister Dien said Vietnam and China should promote cooperation in investment and supply chains, with priority given to the digital economy and green economy.

He also informed the Chinese side that the Vietnamese Government has issued policies and mechanisms to develop electric vehicles. The Ministry of Industry and Trade is also compiling a development strategy for the Vietnamese automobile industry to 2030 with a vision to 2045, which will include vehicles fuelled by electricity and green energy.

In particular, the minister appreciated the Chinese side’s proposal on promoting cooperation on industrial parks, saying that Vietnam pays great attention to this issue, with the aim of enhancing connectivity and mutual supplementariness between IPs of the two countries.

Minister Dien also called for close collaboration to ensure smooth trade through border gates and further investment in border gate infrastructure as the cross-border movement of people, vehicles and goods is surging, according to VNA.

He asked China to open the market for more farm produce from Vietnam such as citrus fruits, avocado, custard apple, wax apple and black cardamom, while early completing, and the Chinese Ministry of Commerce to push for the removal of Vietnam’s rock lobster from the list of wildlife banned from transport and trade in China.

He proposed that the two sides direct their relevant agencies to guide enterprises in using the Vietnam-China container transporting railway route and accelerate the establishment of a Vietnam trade promotion office in China.

Minister Wang suggested that Vietnam has policies to encourage power projects, and continue negotiations for the signing of an MoU on cooperation in production and supply chains.

He put forward solutions to boost trade, including holding negotiations and signing cooperation documents in farm produce trade, and urged stronger cooperation in e-commerce.

Minister Wang affirmed that he will assist the Vietnamese Ministry of Industry and Trade in setting up partnerships with Chinese localities and enhancing ties between localities of the two countries.

The outcomes of the session will be reported to the Prime Ministers of their respective countries and serve the upcoming external activities of the two countries’ Parties and States.

Vietnamese Party, State leader’s visit shows strong support for Cuba: Cuban official

The visit of Party General Secretary and State President To Lam once again underscores Vietnam’s strong support for and solidarity with Cuba during this critical time, affirmed Fredesmán Turró González, former Cuban Ambassador to Vietnam and Vice President of the Cuba-Vietnam Friendship Association.

In an interview with the Vietnam News Agency in Havana, Fredesmán Turró stated that the visit marked a significant step forward in advancing bilateral relations.

He said the Vietnamese leader visited Cuba immediately after being elected as State President and General Secretary of the Communist Party of Vietnam’s Central Committee, reflecting the Southeast Asian nation’s deep affection for Cuba, as well as its understanding and sharing with the challenges and hardships facing Cuba.

According to Fredesmán Turró, during the trip, the highest Party and State leaders of both countries exchanged views and information on their respective domestic situations as well as international affairs. Important agreements were reached in the areas of politics, economy, trade, investment, and cooperation, creating new momentum for the countries’ relationship.

Vietnam is currently a key Asian investor in Cuba, and Cuba is hoping to attract even more investment from Vietnam, he said. The two nations aim to strengthen their trade, economic ties, and cooperation, particularly in food production and consumer goods, VNA reported.

Lam’s visit saw several agreements signed to foster new dynamics in the bilateral relationship. The Cuban official noted these pacts represent a new step forward in the ever-growing fraternal ties between Vietnam and Cuba.

He also recommended that the countries’ communist parties and youth unions engage in more frequent exchanges, including student exchange programmes, while efforts should be made to enhance their locality-to-locality cooperation to instill the warm friendship in their future generations and young leaders.

New cold air mass to bring heavy rain to northern Vietnam

A new cold air mass combined with a low-pressure trough crossing the North Central region is anticipated to cause widespread heavy rain across northern and north-central localities of Vietnam, according to the National Center for Hydro-meteorological Forecasting.

A wind convergence zone is forming at an altitude of 1,500 to 3,000m over northern mountainous and midland localities. This weather pattern will bring scattered rain and thunderstorms across regional localities that are forecast to receive between 10-30 mm, and even 70 mm of rain.

Meanwhile, a new cold air mass is striking northern border provinces, compressing the low-pressure trough and causing widespread rain and thunderstorms. The new cold front will dump heavy rain on northern mountainous and midland areas, with rain ranging from 50 to 100 mm, or even more than 200 mm, cited VOV.

Meteorologists warned about a high risk of flooding in low-lying areas and landslides in hilly and mountainous regions at any time, as the soil structure on the hillsides has been compromised following the recent landfall of typhoon Yagi.

They recalled that typhoon Yagi and subsequent flooding and landslides left more than 400 dead or missing in dozens of northern provinces and cities in September.

The new spell will send temperatures tumbling to a low of 20-21 degrees Celsius in the lowlands and 16 in the highlands.

Vietnam and RoK promote cooperation in crime prevention and control

Minister of Public Security Senior Lieutenant General Luong Tam Quang held talks with visiting Commissioner General of the Korean National Police Agency (KNPA) Cho Ji-ho in Hanoi on September 29.

He thanked the KNPA for inviting his ministry to attend the 6th Vietnam-RoK Police Cooperation Conference, and confirmed that he will send representatives to this important event.

For his part, Cho expressed confidence that the cooperation between the two police forces will continue to develop in a closer and more effective manner, contributing to elevating the RoK-Vietnam comprehensive strategic partnership to new heights.

He also affirmed to do his utmost to further develop the cooperation between the KNPA and the Vietnamese Ministry of Public Security to contribute to ensuring national security and social order and safety of both countries, cited WVR.

The two sides agreed to continue mutual support at regional and international forums, maintain delegation exchanges at various levels, and participate in signing international agreements on crime and drug-related crime prevention and control.

They also pledged to enhance cooperation in combating transnational, high-tech, and drug trafficking crimes, intellectual property violations, and crime related to e-commerce, particularly through collaboration in crime prevention and the capture of wanted criminals via the Korea Desk and the Vietnam Desk.

Joint efforts will be made to implement the projects on enhancing criminal science capacity in the third phase, and improving the capacity of traffic policemen for the Vietnamese ministry from 2025 to 2028; and continue to organize training courses in the RoK to improve language skills, law enforcement, and investigation of high-tech crimes, telecommunications fraud, and internet crimes; as well as analysis and recovery of electronic data and evidence for Vietnamese police officers.

The two sides also agreed to cooperate in ensuring security and safety, and create conditions for each other's citizens to live, study and work in the other country; while enhancing cultural and sport exchanges and promoting collaboration between police agencies of Vietnamese and Korean localities.
