Speaking on the opening day of the meeting, UN Secretary-General António Guterres said that equal access to Covid-19 vaccine is an urgent human rights issue that have to be guaranteed. The UN Secretary-General also called on countries to enact social policies based on the goal of ensuring rights and opportunities for all. The policies focus on hunger eradication and poverty alleviation, investment in education, protection of the rights of women and children; respond to climate change, environmental pollution and biodiversity loss.

United Nations High Commissioner for Human Rights Michelle Bachelet called on the international community to focus on human rights in the Covid-19 pandemic, and other global issues such as environmental pollution and climate change. , increasing poverty and armed conflict.
