On the morning of December 1, in Hanoi, the 13th Vietnam National Trade Union Congress had its first working session. 1,100 delegates participated in the event, representing the will, aspirations and wisdom of more than 11 million trade union members nationwide attending the Congress. On behalf of the Presidium of the Congress and the Executive Committee of the 12th Vietnam General Confederation of Labor (VGCL), Nguyen Dinh Khang, VGCL president presented a speech at the Congress.

Innovating content and operating methods

Accordingly, in the 2018-2023 term, the Vietnam Trade Union carried out its tasks in the context of many difficulties in the world and domestic situation compared to forecasts. The world situation changes rapidly, is complex and unpredictable. In particular, the negative impact of the Covid-19 pandemic affected all aspects of life, including employment, income, life of union members, workers and union activities.

Nguyen Dinh Khang said in the above context, with the determination to overcome difficulties, and promote tradition, dynamic and creative spirit, for union members and workers, trade unions at all levels continued to innovate content and methods of operation. They proposed many policies and solutions, organized the implementation, and completed the goals, targets, and tasks of the Resolution of the 12th Congress of Vietnam Trade Unions.

The 13th National Trade Union Congress took place from December 1-3, with the task of comprehensively evaluating the implementation of the Resolution of the 12th Vietnam Trade Union Congress. The Congress concretized the Party's policies on building a strong working class and trade union organization, reviewing the leadership role of the 12th Executive Committee and the Presidium of the Vietnam General Confederation of Labor.

The Congress also determined the goals, directions, and tasks of the movement of workers, public employees, labor, and union activities in the next five years, amended and supplemented the Trade Union Charter.

The Congress elected the new Executive Committee of the Vietnam General Confederation of Labor, typical in terms of quality, working capacity, responsibility, and meeting leadership requirements in implementing the Resolution of the 13th Vietnam National Trade Union Congress.

The President of the Vietnam General Confederation of Labor said, "During these days, I hope the delegates concentrate with all their enthusiasm, work with the highest sense of responsibility, best implement the content, program, and regulations, contributing to the success of the Congress."

Sharing experiences

On behalf of the Congress Presidium, Tran Thanh Hai, standing vice president of the Vietnam General Confederation of Labor presented a report on the leadership and direction of the VGCL’s Executive Committee and the Presidium for the term 2018-2023.

"The first lesson is that determining the content of activities must closely follow the Resolutions, policies, and guidelines of the Party, the State, the Resolution of the Vietnam Trade Union Congress, and the working regulations of the Executive Committee. We also need to keep up with the real situation. We improve our ability to predict and proactively detect emerging problems to set appropriate policies, tasks, and solutions. For difficult content, we need to be drastic, organize pilots, promptly evaluate results, and learn from experience," Tran Thanh Hai said.

In directing the implementation of tasks, it is necessary to persevere in implementing long-term goals and basic tasks, focusing on completely resolving limitations and weaknesses, especially early detecting and resolving bottlenecks to create breakthroughs, maintaining and improving the efficiency of trade union activities, meeting requirements and tasks in the new situation.

The Vietnam General Confederation of Labor needs to build a united and unified Executive Committee and Presidium that are truly dedicated and responsible, have strong political will, knowledge and practical experience in public activities.

They advise and recommend to the Party and State to promulgate guidelines and policies so that the Vietnam Trade Union can well perform its functions and tasks, and firmly consolidate its position and role in the political system.

Also according to Tran Thanh Hai, the Vietnam General Confederation of Labor needs to improve the quality and efficiency of inspection and supervision; strengthen monitoring and social criticism activities; and innovate the organization and operations of the Vietnam Trade Union. They need to focus on performing the core function of representing and protecting the legal and legitimate rights and interests of union members and workers. Besides, they need to pay attention to building a team of union officials at all levels with bravery, capacity, prestige, and responsibility is the key step.
