Hoang Liet ward, the most populous in Hanoi, exemplifies this issue. Despite having a population equivalent to a district, it suffers from a significant lack of parking spaces. Reports indicate that Hoang Liet ward has nearly 100 apartment buildings, but only 9 have basements, leading to inevitable spontaneous parking. A resident from the HH Linh Dam apartment complex noted that the urban area comprises 12 buildings but only has one basement for motorbikes, with no basement for cars.

Nguyen Minh Trang, a resident of Linh Dam peninsula, shared that her family has had to park their car in an uncovered lot since purchasing it. “Rain or shine, even storms, the car is exposed like that. I am afraid that the property will be damaged quickly, but there is no other way,” Trang expressed.

Another resident in Ha Dong highlighted a similar issue, noting that the apartment building he resides in has a basement, but it only meets about 50% of the car parking demand. Consequently, the sidewalk area around the building has been turned into a parking lot, costing residents 1.3 million VND per month for a spot.

Experts explain that the primary reason many buildings lack large-scale parking garages is the significant investment required to build underground garages, which often do not yield substantial returns from parking fees. This financial challenge makes investors cautious when designing and constructing such facilities.
