The request was made by Commission Chairman Vo Van Thuong, who is also a Politburo member and Secretary of the Party Central Committee, at the January 4 meeting that reviewed the commission’s performance in 2020 and launched tasks for this year.
Applauding the commission’s efforts and achievements, he noted it needs to ensure that the resolution of the 13th National Party Congress will be disseminated more quickly.
Besides, it has to fruitfully carry out its 2021 work plan right from beginning months of the year while continuing to reform its personnel work and creating a favourable environment for its staff to bring into play their capability and strengths, Thuong said.
The commission reported that in 2020, it worked hard to serve all-level Party congresses in the run up to the 13th national event.
Leaders of the commission took part in working delegations of the Politburo and the Party Central Committee’s Secretariat to examine and promote the implementation of the Politburo’s Directive 35-CT/TW on all-level Party congresses ahead of the 13th National Party Congress. They gave opinions on draft documents submitted to and attended the congresses of the 63 provincial-level Party organisations and four others directly subordinate to the Party Central Committee.

For 2021, it added, the commission will keep closely following directions issued by the Politburo and the Secretariat; proactively coordinate with ministries, central agencies, and localities; and make proposals, promote, and guide the implementation of the Politburo’s directive on the popularisation and realisation of the 13th National Party Congress’s resolution.
It is also set to push ahead with carrying out important tasks related to political theory, defending the Party’s ideological foundation, and giving orientations on communications, press, publication, culture, and public opinion-related affairs.
Viet Nam holds National Party Congress every five years, with the next Congress scheduled to take place in early 2021.

At the plenum in Hanoi from December 14 to 18, the committee discussed and adopted draft reports to be presented at the 13th National Party Congress, including a political report, a report evaluating the implementation of the 2011-2020 socio-economic development strategy and the building of the 2021-2030 socio-economic development strategy, and a report reviewing the realisation of socio-economic tasks during the 2016-2020 period and orientations and tasks for 2021-2025, reported VNA.
The other reports focused on Party building and the execution of Party statutes and the leadership and management of the Party Central Committee during the 12th tenure, while the implementation of the working regulations of the Party Central Committee, the Politburo, and the Secretariat during the tenure were also debated.
Delegates looked at personnel tasks and the organisation of the 13th National Party Congress, among others. They voted to introduce personnel to the Politburo and the Secretariat.
The committee deliberated draft working and election regulations of the 13th National Party Congress in line with Party statutes as well as its principles and regulations.
The committee called on the entire Party, people, and army to strengthen solidarity and unity, carry forward the achievements posted in 2020, and make greater efforts to overcome the challenges and difficulties to firmly safeguard national independence, territorial sovereignty and security, and complete targets and tasks set for 2020 as well as the 12th tenure, while preparing for and organising successfully the 13th National Party Congress
A National Party Congress have main duties: it approves the Political Report, adopts Viet Nam’s Socio-Economic Plan for the next five and 10 years, amends Party Statutes, and most importantly, elects new Party Central Committee.
The newly-elected Party Central Committee will then convene first Plenum to elect the Party General Secretary, the Secretariat, and Head of the Party Central Committee's Inspection Commission and its members.
To prepare for the 13th National Party Congress, a news portal (daihoi13.dangcongsan.vn) was launched on October 3.
The website, built and operated by the CPV’s mouthpiece online newspaper, will update the latest news about Party congresses at all levels and the 13th National Party Congress. The news will be published in Vietnamese, English, French, Chinese, Spanish and Russian.
