The role of cultural diplomacy in elevating national prestige

A nation’s cultural identity is a means to project its values and image globally, enhancing its status and influence on the international stage. Thereby, it provides momentum and space for sustainable growth and development.

For Vietnam, the nearly 40 years of the Doi Moi (Renewal) policy, especially since 1998, have marked significant advancements in cultural diplomacy, with both quantitative and qualitative improvements.

Many cultural events, such as Vietnamese Cultural Days, Weeks, and Months, along with art performances, film screenings, and exhibitions, have been organized worldwide. These activities have left a positive impression on international friends.

Conversely, Vietnam has also hosted numerous international cultural events, gradually incorporating global cultural values and modern expressions into its traditions. This exchange has enriched Vietnam’s cultural identity while adding depth and diversity to its heritage.

Advancing Vietnam’s cultural diplomacy strategy

The achievements of the Doi Moi era have laid a solid foundation for Vietnam to enhance its global role. The country’s international standing has steadily improved, with diplomatic relationships expanding to include more countries, organizations, and territories.

Therefore, Vietnam’s Cultural Diplomacy Strategy through 2020 with a vision to 2030 was set, aiming to foster deeper global cultural integration. This involves promoting Vietnamese cultural values worldwide and absorbing international cultural essences to build a well-rounded national identity. Through these efforts, Vietnam seeks to foster comprehensive cultural and human development, while elevating Vietnam’s prestige on the world stage.

To achieve these goals, Vietnam focuses on these key measures:

First, perfect policies to raise awareness among the entire population and the political system about foreign cultural relations; establish financial mechanisms and policies to support cultural and artistic cooperation; implement the Strategy for the Development of the Cultural Industry; form an international market for Vietnamese culture and arts; and create favorable conditions for economic cooperation, cultural investment promotion, and attracting international tourists.

Second, develop foreign cultural products; produce outstanding cinematic works to participate in international film festivals; design appealing and high-quality art performance programs to meet domestic demand, and promote Vietnamese art globally.

Third, promote and communicate through titles such as Vietnam's Cultural Ambassadors and Tourism Ambassadors in foreign countries; enhance the promotion of Vietnamese culture and arts to the international community and overseas Vietnamese through events like Vietnam Cultural Days, Vietnam Cultural Weeks, and Culture-Tourism Festivals; and increase Vietnam's presence at major global cultural events such as EXPO, world art exhibitions, and international film festivals.

Fourth, strengthen the training of human resources in foreign cultural relations; improve foreign language proficiency and cultural knowledge for foreign affairs officials; and train and build a team of Cultural Counselors and Cultural Attachés abroad.

Fifth, link foreign cultural activities with the overseas Vietnamese community and international students; create conditions for overseas Vietnamese, and students to access information and cultural products from the homeland, contributing to national development and preserving Vietnamese culture.
