Parliamentary Diplomacy Promotes "Soft Power" to Enhance Vietnam's Position

Effectively deployed parliamentary diplomacy is an important driving force in deepening the friendship, comprehensive and multi-faceted cooperation between Vietnam, international partners and friends.

Vibrant foreign affairs activities

Talking to the press, the Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha said that the NA's foreign affairs activities recently continued to be implemented comprehensively on bilateral and multilateral levels.

They made an important contribution to the country's overall foreign policy achievements, bringing the cooperative relationship between Vietnam and developed countries to depth, comprehensiveness, and substance.

They also contributed to the channels of vaccine diplomacy, economic diplomacy, and socio-economic development in the country, which are considered a "bright spot in bilateral relations" in the overall relationship with many countries.

The National Assembly's foreign affairs work promoted its effectiveness, advantages, and unique features that are both state and people-based, increasingly affirming the position of parliamentary diplomacy in Vietnam's comprehensive and modern diplomacy.

Over the past three years, hundreds of foreign affairs activities have taken place. During the pandemic, vaccine diplomacy is ramped up.

After the pandemic, foreign affairs activities shifted to sharing initiatives, promoting the role of parliament in restoring economic development, and effectively solving regional and international problems.

Since the beginning of 2023, the NA's foreign affairs have been effectively implemented, achieving comprehensive and substantive results.

At the leadership level, National Assembly Chairman Vuong Dinh Hue made official visits to the Republic of Cuba, the Republic of Argentina, the Republic of East Uruguay, the Republic of Indonesia, and the Islamic Republic of Iran.

Standing Vice Chairman of the National Assembly Tran Thanh Man attended the IPU-146 General Assembly in Manama, Bahrain, and visited Spain.

Previously, as the country prepared to welcome Spring 2023, the National Assembly's foreign affairs activities also took place vibrantly with the welcoming of Speaker of the Republic of Korea (RoK)'s National Assembly Kim Jin Pyo on an official visit to Vietnam, starting high-level delegation exchange activities between Vietnam and other countries in 2023.

The National Assembly of Vietnam received official visits from the National Assembly/Parliamentary Leaders of countries such as the Head of the Ivory Coast National Assembly Adama Bictogo, President of the Swiss National Council Martin Candinas, and most recently, the visit of the President of the Belgian Senate Stéphanie D'Hose taking place from August 21 to August 25.

Currently, the National Assembly of Vietnam is preparing to organize the 9th Global Conference of Young Parliamentarians from September 14-18, 2023 in Hanoi - the key multilateral foreign affairs event of the Vietnamese National Assembly in 2023.

Following the success of the General Assembly of IPU-132 and the General Assembly of AIPA-41, the conference is an opportunity for Vietnam to promote the image of the country and the National Assembly to international friends.

Affirming the position of parliamentary diplomacy

According to Vu Hai Ha, the National Assembly affirmed its pioneering role in institutionalizing and internalizing Vietnam's international commitments in the country's legal system.

The National Assembly built and perfected a legal corridor to promote economic, trade and investment cooperation with important partners. This created favorable conditions for the activities of the diplomatic sector, serving the country's economic development and international integration in the new period.

The NA also continued to institutionalize Vietnam's international commitments in the country's legal system.

With rich and diverse foreign affairs activities, parliamentary diplomacy has been contributing to building a peaceful and stable environment in the region.

It opens up extensive cooperation between Vietnam and other countries, bilateral and multilateral partners in a new context, enhancing the position of the National Assembly at international and regional inter-parliamentary forums.

Standing Vice Chairman of the National Assembly Tran Thanh Man also assessed that the National Assembly has institutionalized the Party's foreign policies and guidelines, and supervised the implementation of Vietnam's foreign policies, laws, and international commitments.

The Vietnamese National Assembly continued to innovate, promoting the role and "soft power" of parliamentary diplomacy. This effectively contributed to the implementation of the foreign policy of independence, self-reliance, peace, friendship, diversification, and multilateralization, and enhanced the image and position of Vietnam in the international arena.
