First "Children's National Assembly" Mock Session Raises Concerns about Child Safety

263 delegates participated in the first "Children's National Assembly" on September 10 at the National Assembly Building, voicing their ideas about creating positive interactions for children online and preventing accidents, injuries, violence and child abuse.

Leading the session in the first-ever "Children's National Assembly" are children with outstanding achievements in various fields who play key positions such as Dang Cat Tien (Khanh Hoa) - "Chairman of the Children's National Assembly" and Le Quang Vinh (Hoa Binh) - "Permanent Vice Chairman of the Children's National Assembly". The "Vice Presidents" include Dam Ha My (Bac Giang), Kieu Quang Huy (Binh Thuan), and Nguyen The Manh (Tuyen Quang).

Abusive acts occur at an alarmingly high rate: Survey

Speaking at the meeting, delegate Hoang Tra My (Nghe An) cited the results of a survey of over 41,000 child participants conducted before the session. The results showed that up to 11.96% believe that the problem of child sexual abuse occurs occasionally, 30% think abusive acts such as slapping, punching, kicking, and insulting occur at a particularly high rate. There is 44.5% of participants find that the solution to resolve conflicts is through violence and 44.6% consider the reason of injured accidents in children is due to being influenced by friends to attempt unsafe activities.

To prevent children from accidents, delegate Hoang Tra My proposed that local authorities pay attention to equipping signs about unsafe risks at swimming pools, public spaces, and intersections in villages and provinces. Authorities and schools need to promote communication and raise awareness and skills on preventing accidents, injuries, violence and child abuse through appropriate and attractive forms such as plays, skits, games and poster drawing contests.

Schools also need to pay attention to bringing sex education programs into schools and regularly integrating them into the curriculum. Teachers need to be more open in communication with students, instructing them how to report incidents. Radio and television stations need to have online pages to spread the news, to create short, fun clips on popular social media such as Instagram and TikTok.

Delegate Bui Thi Quynh Chi (Ha Tinh) proposed that schools need to strengthen measures to promote student participation, listen to students' opinions and aspirations, to promote propaganda work and build school counseling rooms. Also, schools need to strengthen coordination with families in supervising and educating children. Teachers need counseling skill training to understand child psychology.

Also, delegate Pham Nguyen Gia Han (Da Nang) proposed developing school psychology counseling centers with professional psychologists to help students solve difficult problems.

Many risks for children on the Internet

To protect children in the online environment, delegate Khuc Tra Giang (Hai Phong) proposed that schools include cyber safety content in school subjects such as Citizenship Education and Information Technology.

Schools also need to equip digital knowledge and skills for each age group so that they can protect themselves online and know how to interact safely.

For example, the knowledge presentation can be in short stories with vibrant, trendy images and dialogues will be more interesting without being too theoretical. There should be training programs for parents on internet safety and skills on how to supervise their children's online activities.

The proposal for children includes a schedule for computer and phone usage. Students need to actively participate in school activities and limit phone usage. Students must be aware of the bad situations in cyberspace, avoid creating personal accounts on social networks and only use the internet for learning purposes.

Delegate Pham Minh Anh (Quang Ninh) delegation suggested that network operators need to have technical solutions or requirements. If any sensitive image is posted, the control software must immediately recognize that the images violate community regulations, and should be removed and banned.

The first "Children's National Assembly" mock session, in 2023, is chaired by the Central Committee of the Ho Chi Minh Communist Youth Union, in coordination with the National Assembly's Culture and Education Committee, and the National Assembly Office.

Chairman of the National Assembly Vuong Dinh Hue and leaders of the Party, State, central and local departments, ministries, and branches attended the session.

This is an activity to promote children's right to participate in children's issues. According to VNA, the opinions gathered at the session will be a reference source for leaders of the National Assembly, Government, agencies, sectors, and localities to build programs, projects, and plans related to children and design children-related policies.
