Attending the 13th Congress of Vietnam Trade Union on the morning of December 2, in Hanoi, General Secretary Nguyen Phu Trong emphasized the need to continue to develop the working class and trade unions to become increasingly strong and comprehensive, to be a pioneering force in innovation, building and protecting the country.

Building a strong Vietnamese working class

General Secretary Nguyen Phu Trong affirmed that the Vietnam Trade Union is a socio-political organization of the working class and laborers led by the Communist Party of Vietnam. It was established voluntarily, representing employees, and protecting their legal, legitimate rights and interests.

With the 2023-2028 term, the General Secretary believes that the Trade Union, the Vietnamese workers and labor movement will have new developments, creating greater achievements. The Trade Union supports the innovation and the cause of industrialization and modernization of the country, contributing to realizing the historical mission of the working class to the country and people, building Vietnam to become increasingly rich, democratic, fair and civilized.

After more than 94 years of construction, operation, and development, the General Secretary affirmed that under the Party's leadership, the Vietnam Trade Union has continuously grown, always loyal to the Party. They made worthy contributions to the great victory of the revolution, building an increasingly strong Vietnamese working class.

Reviewing the recent 2018-2023 term, General Secretary Nguyen Phu Trong said that our Party and State had many correct policies and solutions, drastically maintaining jobs, ensuring income, and minimizing difficulties for workers. In particular, on June 12, 2021, the Politburo issued Resolution No. 02-NQ/TW on innovating the organization and operations of the Vietnam Trade Union, creating a solid political basis to strengthen the union activities to meet the requirements of the new situation.

General Secretary Nguyen Phu Trong emphasized, thoroughly grasping the Resolutions of the 12th and 13th Congresses of the Party, implementing the Resolutions of the 12th Congress of the Vietnam Trade Union, trade unions at all levels across the country have overcome all difficulties, implementing all aspects of work, and basically completed the main goals and tasks set out.

Immediately after the 12th Congress of Vietnam Trade Union, the Presidium of the Vietnam General Confederation of Labor developed action programs to implement the Resolution, focusing on implementing three breakthroughs and key tasks, creating new changes in trade union activities.

Trade union activities focused strongly on the grassroots, expanding and investing more in the non-state enterprise sector, focusing on representative activities, protecting the rights of union members and workers.

General Secretary Nguyen Phu Trong said that those achievements are not only the result of the efforts of all officials, workers, laborers, and trade unions, but also a testament to the great position, role and responsibility of the working class and the Trade Union organization in the cause of national construction and development.

In addition to the results achieved, the General Secretary also clearly stated the limitations that need to be overcome in the coming time. The organizational model, content, and operating methods of trade unions have not been innovated and have not kept up with the rapid transformation of socio-economic life and labor relations.

A part of Trade Union officials have limited capacity. Therefore, they do not understand the thoughts and aspirations of workers and do not fully promote their role as representatives to protect their legitimate rights

The General Secretary said that during its operation, the Union needs to promote the ownership rights of workers, aiming to build harmonious, stable and progressive labor relations.

Trade unions at all levels need to gather and unite the working class and workers throughout the country.

Important suggestions

At the Congress, the General Secretary also suggested important issues to the Vietnam Trade Union.

Firstly, in directing and implementing trade union activities, it is necessary to be deeply aware and fully grasp the fact that the Vietnam Trade Union is a socio-political organization operating in a socialist-oriented market economy led by the Party. The Union is both a socio-political organization and an organization that represents and protects the legal, legitimate rights and interests of workers.

The Trade Union's activities are under the comprehensive and absolute leadership of the Party. Trade unions need to coordinate with the State, agencies and organizations in the political system and employers to represent, and protect the legitimate rights and interests of workers.

Second, the Union continues to innovate content and methods in advocating, educating, and training cadres, civil servants, workers, and laborers to improve their professional qualifications and skills. This contributes to building an increasingly strong and modern Vietnamese working class.

Third, trade unions at all levels must affirm their role as representatives of workers, taking care of and protecting the legal and legitimate rights and interests of workers. The world and domestic economic situation still have complicated developments, facing many difficulties, threatening employment stability and opportunities to increase workers' income.

Fourth, it is necessary to continue to innovate more strongly the organizational model, content, and operating methods of trade unions to suit the labor structure and type of business, needs and aspirations of workers and employees, and requirements for international integration.

Attending the Congress were nearly 1,100 official delegates, representing more than 11 million trade union members nationwide.

Fifth, with its position as a socio-political organization that is the solid political basis of the Party, State and regime, the Trade Union needs to promote its role and better perform its function of participating in building the Party and the political system, considering this as the political right and responsibility of trade union members, public employees, and workers.

According to the General Secretary, the Congress will elect the 13th Executive Committee of the Vietnam General Confederation of Labor.

Delegates attending the Congress need to uphold responsibility, be wise, and fair in choosing people who represent bravery, political qualities, lifestyle, ability, enthusiasm and high responsibility to join the Executive Committee.
