The 11th tenure Party Central Committee’s 12th meeting convened its final working day in Hanoi on October 11th, chaired by Party General Secretary Nguyen Phu Trong.

Politburo member To Huy Rua, who is also Secretary of the Party Central Committee and head of its Organisation Commission, delivered a report of Politburo feedback on personnel issues for the Party Central Committee’s 12th tenure. Participants discussed the report.

In the afternoon, Politburo member and President Truong Tan Sang chaired the closing ceremony.

Politburo member and Prime Minister Nguyen Tan Dung presented a Politburo report on acquiring the Party Central Committee’s feedback on the socio-economic performance and State budget for 2015, and plans for socio-economic development and budgeting in 2016.

Politiburo member and National Assembly (NA) Chairman Nguyen Sinh Hung delivered a Politburo report on collecting the Party Central Committee’s ideas on a scheme electing deputies to the NA (14 th tenure) and the People’s Councils at all levels for the 2016-2021 tenure.

After examining reports, the committee approved a resolution created by the 12 th meeting.

In his closing remarks, Party General Secretary Nguyen Phu Trong hailed positive socio-economic transformation over the past nine months, including continued economic recovery, year-on-year economic growth, and rapid economic restructuring in tandem with growth models.

Labour productivity and competitiveness rose to new levels while crackdowns on corruption and wastefulness made progress. International relations have raised Vietnam’s prestige and stature in the global arena. National defence and security have been strengthened while national sovereignty has been safeguarded, he said.

He called for thorough and proper awareness about policies that could be needed in response to the Trans-Pacific Partnership – a new-generation free trade deal full of expectations and new challenges in the remaining months of the year.

On the 2016 socio-economic development plan, the leader said measures to improve growth quality were needed, as well as some on sustainable socio-cultural and human development. The Government needed to scale down overspending, control public debt, deal with bad debt and weak commercial banks, improve governance, and improve the operating efficiency of State-owned enterprises.

Other steps were also highlighted, including fine-tuning the socialism-oriented market economy and improving the business climate so Viet Nam could take opportunities brought about by global integration.

The Party chief expressed his appreciation for thorough preparations for personnel nomination for the Politburo, the Secretariat and other key positions between now and the 12th National Party Congress.

The Party Central Committee discussed and voted the first round of a list of proposed personnel for its 12th tenure, he added.

On the election of deputies to the NA and People’s Councils at all levels for the new tenure, he said 500 inpiduals needed to be elected, with the necessary quality and qualifications the top priority.
