Prime Minister Pham Minh Chinh emphasized Vietnam’s strong commitment to fostering comprehensive cooperation with the Dominican Republic and the broader Latin America-Caribbean region.

With deep political trust and shared complementarities, the Prime Minister and Dominican leaders agreed to vigorously enhance bilateral relations, making them deeper, substantive, and more effective across various fields. This partnership aims to serve the mutual interests of the two nations’ peoples, while contributing to peace, stability, and development regionally and globally.

The Prime Minister proposed that the two countries establish favorable legal frameworks as soon as possible, focusing on negotiating and signing agreements on free trade, investment promotion and protection, visa exemptions, tourism, culture, education and training, science and technology, energy, oil and gas, telecommunications, agriculture, and climate change adaptation.

Building on this foundation, the Prime Minister outlined six priority areas for cooperation.

First, he emphasized the importance of preserving, strengthening, and nurturing political trust through high-level exchanges and by fostering solidarity and cooperation among the governments, states, and peoples of both nations. He also called for strengthening local partnerships and cultural exchanges.

Second, the Prime Minister underscored the need to elevate economic, trade, and investment cooperation to a pivotal pillar of bilateral relations, better reflecting the potential of both sides. He urged the identification and decisive implementation of flagship projects that symbolize and transform bilateral ties.

Third, he highlighted untapped potential in agriculture, science and technology, innovation, digital transformation, and green transition, calling for increased collaboration in these areas.

Fourth, the Prime Minister stressed the importance of enhancing partnerships in education and training, proposing closer collaboration between the Diplomatic Academy of Vietnam and the Dominican Republic’s Academy of Advanced Education in Diplomacy and Consular Affairs, particularly through student exchanges. Tourism, cultural cooperation, and people-to-people exchanges should also be further promoted.

Fifth, he called for strengthened multilateral cooperation, upholding the UN Charter and international law, and persistently promoting dialogue, trust-building, solidarity, and mutual understanding among nations.

Finally, the Prime Minister urged both countries to contribute more actively to addressing global challenges, such as climate change, energy security, water security, terrorism, and transnational crime, in collaboration with the international community.

These proposals reflect Vietnam’s aspirations to deepen and expand its partnership with the Dominican Republic, grounded in mutual benefit and shared goals for a peaceful, stable, and prosperous global future.

Prime Minister Pham Minh Chinh emphasized that within Vietnam's overarching foreign policy framework, the country places great importance on fostering friendly and cooperative relations with countries in Latin America and the Caribbean. He described the strong partnership between Vietnam and the Dominican Republic as a vital bridge connecting Southeast Asia with Latin America and the Caribbean.

The relationship between Vietnam and Latin America-Caribbean is deeply rooted in a foundation of traditional friendship and the solidarity shown by the people of the region in supporting Vietnam’s struggle for national liberation in the 20th century. President Ho Chi Minh, during his lifetime, visited several Latin American countries, including Brazil, Uruguay, and Argentina. He consistently affirmed that the people of Vietnam and Latin America-Caribbean are close friends and brothers, united in their shared goals of combating subjugation, oppression, and injustice, working towards peace, independence, prosperity, and progress to bring true freedom and happiness to humanity.

Building on this solid historical foundation, Vietnam has established diplomatic relations with all 33 countries in the region and political consultation mechanisms with 17 of them, including the Dominican Republic. Economic and trade relations between Vietnam and the region have nearly doubled over the past eight years, growing from US$11 billion in 2016 to US$21 billion in 2023. Vietnamese businesses are increasingly investing in Latin America and the Caribbean.

Prime Minister Pham Minh Chinh stressed that Vietnam-Dominican Republic relations are opening up significant opportunities for cooperation across all sectors. As the two nations prepare to celebrate the 20th anniversary of diplomatic relations in 2025, this partnership is set to become a model for South-South cooperation, and collaboration between Southeast Asia and Latin America.
