What are the purpose, significance, and importance of Prime Minister Pham Minh Chinh’s mission to attend the G20 Summit in Brazil and make an official visit to the Dominican Republic?
At the invitation of President Luiz Inácio Lula da Silva of the Federative Republic of Brazil, the 2024 G20 Chair, and his spouse, as well as President Luis Abinader of the Dominican Republic and his spouse, Prime Minister Pham Minh Chinh and his spouse will lead a high-level Vietnamese delegation to attend the G20 Summit in Rio de Janeiro, Brazil, from November 16-19, 2024, and to make an official visit to the Dominican Republic from November 19-21, 2024.

With the Dominican Republic, the official visit of Prime Minister Pham Minh Chinh demonstrates Vietnam's high regard and desire to continue consolidating and deepening the good relationship of solidarity, friendship, and cooperation between Vietnam and the Dominican Republic, towards the 20th anniversary of the establishment of diplomatic relations between the two countries (07/07/2005 - 07/07/2025).
Over the past time, the Vietnam - Dominican Republic relations have had many new positive developments. The two sides have maintained frequent exchanges of delegations. Economic and trade relations have grown rapidly. The two countries still have a lot of potential and room for cooperation in many areas.
With such significance, Prime Minister Pham Minh Chinh's mission holds important implications on several fronts.
First, it elevates Vietnam's status at the G20. This is the first time Prime Minister Pham Minh Chinh will attend a G20 Summit, even though Vietnam does not currently hold the rotating chair of any multilateral forum. This reflects the increasing respect from the international community, including host country Brazil, for Vietnam’s role in the global economy, as well as Vietnam's influence and contributions within global multilateral mechanisms.
Second, it reaffirms Vietnam’s responsible contributions to addressing global challenges and highlights Vietnam’s strengths and experience in key areas. For many years, the G20 has been one of the most important mechanisms for global governance, playing a vital role in leading and shaping international efforts to address global challenges. This is an opportunity for Vietnam to contribute responsibly to critical and urgent global issues, in line with Vietnam’s status and capacity as it enters a new era of national development. The Prime Minister’s attendance and speech will convey a strong message about a dynamic, innovative Vietnam ready to shoulder global responsibilities.
Third, this mission provides an opportunity to strengthen and advance cooperation with various partners in multiple fields. With Brazil, the Prime Minister’s visit will help elevate the Vietnam-Brazil bilateral relationship to new heights, strengthening commitments and political trust, expanding cooperation opportunities, and developing a comprehensive, in-depth, stable, and sustainable relationship that brings practical benefits to the people of both nations.
With the Dominican Republic, the visit will act as a catalyst for expanding economic, trade, and investment relations between Vietnam and the Dominican Republic, especially in high-potential sectors such as agriculture, industry, building materials production, export processing zones, energy and petroleum, telecommunications, and tourism. Meetings with leaders of other countries and international organizations within the framework of the Summit will further deepen relations across various fields, especially in trade, investment, and development cooperation, continuing to implement Vietnam's foreign policy of independence, self-reliance, multilateralism, and diversification effectively.

What contributions is Vietnam expected to make at this event?
As a guest of the G20 Summit, Prime Minister Pham Minh Chinh is expected to make many substantial contributions to the event.
First, sharing perspectives on global issues. The Prime Minister will deliver speeches at two sessions on November 18 and 19, focusing on two important topics: "The Fight Against Poverty" and "Sustainable Development and Energy Transition." He is expected to share valuable lessons on poverty reduction, an area in which Vietnam has extensive experience and remarkable achievements, recognized and appreciated by the world. Additionally, the Prime Minister will discuss Vietnam’s perspectives, approaches, and strategies for sustainable development and energy transition in the coming period, and introduce Vietnam’s hosting of the 4th Partnering for Green Growth and the Global Goals 2030 (P4G) Summit in 2025.
Second, demonstrating solidarity in the search for solutions for global governance. Prime Minister Pham Minh Chinh will endorse the Call to Action for Global Governance Reform, a significant G20 document reflecting the G20’s commitment to reforming and modernizing key international institutions, such as the United Nations, the World Trade Organization, and the International Monetary Fund. Endorsing this call demonstrates Vietnam's commitment to upholding multilateralism and international solidarity, reaffirming the vital role of the G20 in advancing sustainable development goals.
Third, affirming commitment to addressing global challenges. The Prime Minister will attend the launch of the "Global Coalition to Fight Poverty" initiative as a founding member. At a time when global efforts to eradicate poverty and achieve the Sustainable Development Goals are slowing down, the coalition’s establishment will help create new political momentum and effectively coordinate with existing efforts to eradicate poverty. This spirit aligns well with Vietnam’s holistic, people-centered approach and its policy of amplifying the voices of developing countries in the fight against poverty.
I am confident that the outcomes of this mission will once again affirm Vietnam’s position, reputation, responsibility, and contributions in major international forums, further strengthen and open a new phase in Vietnam’s relations with Brazil and the Dominican Republic, and provide momentum to expand and deepen bilateral cooperation in various fields, effectively contributing to the development of each country and to peace, stability, cooperation, and development in both regions and worldwide.
