The Hoanh Mo Commune Police in Binh Lieu District collaborated with the Hoanh Mo Border Guard Station to patrol and secure the border and its landmarks.

Binh Lieu District shares over 43km of its border with China. The residents, predominantly ethnic minorities, often have limited legal awareness, which could lead to complex developments in criminal activities, including human trafficking, illegal border crossings, and the transport and sale of firecrackers.

Captain Do Quang Hung, Deputy Head of Hoanh Mo Commune Police, reports that since the Covid-19 pandemic, economic challenges have led to increased use of border houses with inadequate security to smuggle goods, predominantly agricultural products and firecrackers, through trails and openings.

Bui Xuan Chieu, the Party Cell Secretary and Head of Na Sa Village in Hoanh Mo Commune (Binh Lieu District), said: Na Sa, a border village, is vulnerable to exploitation for illegal cross-border movement, including trafficking of women and children. In the past, due to a lack of awareness, there were initial signs of such activities, but no crimes were committed. Now, the villagers are much more conscious about not breaking the law. This improvement is largely due to the efforts of the government and law enforcement agencies, particularly the Commune Police and Border Guard, who consistently monitor and act swiftly to prevent any illegal activities in the village. Consequently, the residents are better informed and adhere to the law, allowing them to focus on settling down, producing, and fostering a progressively thriving economy.

Raising awareness and understanding among the populace is a crucial strategy of immense importance, impacting the task of ensuring security and order, particularly for those residing in border areas. Consequently, the Commune Police force has intensified and varied its propaganda efforts; educated ethnic minorities in border regions on the tactics, deceptions, and conduct of criminals, especially those susceptible to exploitation by malefactors; urged the community not to engage in or abet unlawful activities, notably illegal border crossings, smuggling, commercial deceit, theft, and the illicit trade, transport, and storage of fireworks. Concurrently, they are prepared to alert the authorities when malefactors are spotted in their communities, thereby informing the security forces and Border Guards to swiftly address any indications of criminal activity or legal infractions.

Major Phung Phuc Khuong, the Chief of Quang Son Commune Police in Hai Ha District, said: "We integrate propaganda into village meetings and utilize respected individuals. We also dispatch commune police officers who are well-acquainted with the local area and language to each household to conduct outreach in the ethnic minority languages. For ethnic minorities, having officers who are proficient in their languages and able to engage in dialogue with them will foster a sense of closeness, and build trust, and consequently, they will be more open to listening and sharing. This approach is essential for ensuring that propaganda, information dissemination, and legal education are truly effective."

Beyond their propaganda efforts, the police in border communes work to transform each individual into a vigilant presence in the border areas. They collaborate closely with the border guard forces to enhance professional operations, intensify patrols, and monitor border lines, landmarks, trails, and openings. Together, they combat various crimes, contributing to the protection of territorial sovereignty and the security of national borders.
