Positive achievements in all fields

Diplomatic relations between the two countries were established in 1994. Despite the significant geographical distance, over the past three decades, they have made substantial progress in fostering political, diplomatic, economic, trade, and investment ties.

Peru was a strong supporter of Vietnam during its resistance war against the United States. Since the establishment of diplomatic relations, both countries have maintained high-level visits and meetings on the sidelines of international conferences. They have also established dialogue mechanisms, including political consultations between foreign ministries and an intergovernmental committee on economic and technical cooperation.

The two nations have demonstrated a strong alignment at multilateral forums and mechanisms, including the UN, the Asia–Pacific Economic Partnership (APEC), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and the Forum for East Asia – Latin America Cooperation (FEALAC).

Vietnam and Peru have also signed numerous agreements and cooperation agreements in the fields of economics - trade, agriculture, fisheries, and science–technology. They also inked a visa exemption agreement for diplomatic and official passport holders, a MOU on cooperation within the framework of APEC, as well as a cooperation agreement between the two Chambers of Commerce and Industry.

According to VOV, Peru is currently Vietnam's largest direct investment destination in Latin America, and Vietnam is Peru's largest trading partner in ASEAN. Bilateral trade turnover in 2023 reached nearly US$500 million, with the first seven months alone accounting for close to US$300 million. Significant Vietnamese investments in Peru, particularly in telecommunications and mining, are spearheaded by the Military Industry and Telecommunications Group (Viettel) and the Petrovietnam Exploration Production Corporation (PVEP), totaling over US$1 billion.

Vietnam's primary exports to Peru include footwear, clinker, cement, computers, electronic products and components, textile fibers, rubber, seafood, and interior products. Key imports from Peru consist of fishmeal, fish oil, and raw materials for processing.

Additionally, Vietnam and Peru have enhanced cultural and educational exchange programs, helping improve mutual understanding between their peoples and promoting their win-win friendship and cooperation. A wide range of cultural activities has been held on the occasion of their 30th anniversary of diplomatic relations, with the highlights being an exhibition to explore Peru and the Q'pop & Quechua concert in Hanoi that drew the attention of the public.

Friendship continues to be strengthened

Vietnamese President Luong Cuong arrived in Lima on November 12 (local time), beginning an official visit to Peru and engagement in the 2024 Asia-Pacific Economic Cooperation (APEC) Leaders’ Week there at the invitation of President Dina Ercilia Boluarte Zegarra.

During his stay in Peru, the President is scheduled to attend an official welcoming ceremony hosted by the President of Peru and to hold talks and meetings with the leaders of the Peruvian Government and parliament. In addition, the President will join leaders from APEC member economies at the APEC Summit, deliver key speeches at the APEC CEO Summit, and participate in an informal dialogue between APEC leaders and guests, alongside various other bilateral activities.

For Peru, this is the first-ever visit by a Vietnamese President. The visit occurs on the occasion of the 30th founding anniversary of the Vietnam-Peru diplomatic relations, marking a historic milestone, and contributing to consolidating the fine political foundation between the two countries, said Deputy Minister of Foreign Affairs Nguyen Minh Hang.
