RoK-Funded Project to Upgrade Rice Value Chain in Red River Delta
A ground breaking ceremony for a project to upgrade rice value chain in Vietnam’s Red River Delta was held in the northern province of Thai Binh on Feb. 21, VNA reported Tuesday.
The project, aims to increase income of people through improving the rice value chain and raising cultivation capacity in the Red River Delta; and promote economic efficiency in agricultural production by applying farming technologies. |
The event was jointly held by the Ministry of Agriculture, Food and Rural Affairs of the Republic of Korea (RoK) and the Ministry of Agriculture and Rural Development of Vietnam.
The project, part of a new framework on agricultural development cooperation between Vietnam and the RoK, will be carried out in Thai Binh, Nam Dinh and Hung Yen provinces until 2024.
It aims to build a master plan on rice value chain development in the Red River Delta, improve cultivation efficiency amid climate change and successfully develop a sustainable, high-value rice growing model raking in high value in Thai Binh for expansion in the delta as a whole.
The project will be rolled out with a non-refundable assistance worth KRW 5 billion (over USD 4.5 million) provided the RoK's Government, through its agriculture ministry.
It is hoped to raise income of rice farmers as well as economic efficiency in agricultural production in the Red River Delta.
“With a full infrastructure system, irrigation system and equipment for rice production, processing and preservation, the project will contribute to increasing income for rice farmers and improving farming capacity. economic efficiency in agricultural production in the Red River Delta", said Deputy Minister of Agriculture and Rural Development Le Quoc Doanh.
The Red River Delta region is considered the Northern rice bowl specializing in the production of specialty rice and high-quality rice to serve the domestic market, including the huge markets in Hanoi and other cities in the region.

Deputy Minister Le Quoc Doanh highligted the importance of a project and in line with the Government's general policy on socio-economic development of Vietnam in general and rice development in the Red River Delta in particular.
For the successful implementation of the project, Doanh suggested that the National Institute of Agricultural Planning and Projection - the project management agency work closely with Thai Binh province, donors and related agencies to ensure its quality and efficiency; coordinate with the Department of Crop Production to map out master plans on agricultural development for the region from which to replicate nationwide.
Lai Van Hoan, vice chairman of Thai Binh Provincial People's Committee, expected the implementation and completion of the project will bring great benefits, making a positive contribution to improving the value of agricultural production, the export goods of Thai Binh, creating more jobs and income for local farmers.
Under the cooperation, an area of 2.4 ha will be zoned off for pilot rice cultivation, which helps the two sides find the best rice varieties. It will also house a drying facility with a daily capacity of about 20 tonnes, and a storage system, said Prof. Dr. Lee Dae-seob, director of the project.
The area is projected to be put into operation this year.

The project's components alsp include building a demonstration area with an area of 2, 4 ha for trial production. Here, the Vietnamese and RoK's partners will jointly test many different rice varieties, find better quality varieties, bring higher income, he added.
An agriculture training centre will be built in Thai Binh. Training courses will be organised for managers and farmers, towards bettering their capacity in the field.
Despite the Covid-19 pandemic, the Vietnam-RoK relationship has maintained its development pace, as reflected through the exchange of delegations, along with online talks and meetings. Major cooperative areas have been maintained, he said, citing two-way trade of USD 70.38 billion as of November 2021, up 20% year-on-year. Last year, the RoK was Vietnam’s second largest investor with total capital reaching USD 7.4 billion , a rise of 85% from 2020. The RoK continued to be Vietnam’s second biggest development assistance supplier with a commitment of USD 1.5 billion in 2016-2020. |
