President Nguyen Xuan Phuc received a delegation of the Republic of Korean (RoK) People’s Association in Vietnam led by its Chairwoman Chang Eun-sook in Hanoi on May 27, VNA reported.

Highlighting the flourishing Vietnam - RoK relations, the host leader said more than 200,000 Korean people are living in Vietnam while there are also roughly 200,000 Vietnamese people in the Northeast Asian nation at present.

On that basis, he called on the association to carry out measures for promoting bilateral cooperation in multiple spheres.

Chang said to mark the 30th anniversary of the countries’ diplomatic ties this year, her association plans to organise a number of cultural exchanges to step up people-to-people ties, especially between the Korean community in Vietnam and the Vietnamese community in the RoK.

Applauding the intention, President Phuc spoke highly of the association’s contributions to bilateral relations and described the two communities as important bridges for advancing their countries’ strategic cooperative partnership.

Good cultural integration and respect for the law have helped the Korean community in Vietnam achieve many successes in business investment and many other areas of cooperation. He asked the association to help Vietnam and the RoK achieve USD 150 billion in bilateral trade by 2025, adding he will order Vietnamese ministries, sectors, and localities to further coordinate with it to carry out the investments that its members plan.

Welcoming the Vietnamese Ministry of Labour, Invalids and Social Affairs and the RoK's Ministry of Health and Welfare for signing a bilateral agreement on social insurance, contributing to avoiding paying double taxation of social insurance, President Nguyen Xuan Phuc emphasized, this is the first agreement between the two countries in this field, aimed at protecting the rights of migrant workers.

Ministry of Labor, Invalids and Social Affairs of Vietnam and Ministry of Health and Welfare of the RoK Kwon Deok-cheol inked an agreement on social insurance in Seoul, in December 2021.

Under the agreement, both countries mutually recognise the time of payment of social insurance premiums.

When the agreement becomes effective, the rights on social insurance of Vietnamese laborers working in the RoK as well as Korean laborers working in Vietnam will be guaranteed by the two nations’ laws.

As Vietnam is striving to make a strategic breakthrough in developing modern socio-economic infrastructure, the President voiced his hope that Korean investors will pay attention to this field.

He also recommended the association help boost cooperation in education and training, especially through social organisations of the two countries.

Currently, the RoK is the biggest investor in Vietnam with over 9,200 underway projects worth about USD 74 billion. It is Vietnam’s second largest labour export market and the third largest trade partner, with two-way trade reaching USD 78 billion in 2021.

Localities of the two countries have signed about 80 memoranda of understanding across various areas including trade, investment, people-to-people exchange, agriculture, education-training, and labour.

In May, the RoK reopened its channel to receive seasonal workers from Vietnam following the Vietnamese Government’s April 27 decision on allowing the continuation of a pilot programme on sending labourers to the RoK in the form of cooperation between the nations’ localities.
