At the meeting, Le Thi Thanh Giang, President of the Union of Friendship Organizations of Can Tho City, said that about 40 NGOs are operating in the city with 44 programs and projects being implemented in health, society, education, agriculture, humanitarian, charity, community development support, and climate change response.

Since 2023, the City People's Committee has approved 24 aid programs, projects, and non-project initiatives sponsored by foreign organizations, individuals, and NGOs. The total capital of these projects amounts to nearly 2.9 million USD, equivalent to more than 70 billion VND. From the beginning of 2023 to the present, the Union of Friendship Organizations of Can Tho City and its member Friendship Associations have implemented 23 programs/projects, at the same time mobilizing, connecting, and appraising NGOs and potential sponsors to undertake new projects in the city, with a total value of nearly VND 63 billion.

At the meeting, representatives from NGOs highlighted several issues related to administrative procedures, access to NGO information, procedures for granting new licenses, extending licenses, and expanding the area of operation for NGOs. They also pointed out the absence of a circular guiding the implementation of Government Decree 80/2020/ND-CP dated July 8, 2020, and difficulties in implementing Circular No. 23/2022/TT-BTC dated April 6, 2022 by the Ministry of Finance, which guides the management of state finances for foreign non-refundable aid from state budget revenue sources.

Additionally, the NGOs expressed their hope that the Committee for Foreign Non-Governmental Organizations Affairs would prioritize coordination and introduction of projects calling for NGO aid, particularly in areas such as health, education, agriculture, hunger eradication, and poverty reduction, in alignment with the city's actual needs. They also emphasized the need to strengthen support and professional training for officials involved in promoting and mobilizing NGO aid locally. Furthermore, they called for coordination with the Ministry of Finance and relevant units to support training in implementing Circular No. 23/2022/TT-BTC.

Speaking at the meeting, Nguyen Ngoc Hung, Vice President of the Viet Nam Union of Friendship Organizations and Vice Chairman of Committee for Foreign Non-Governmental Organizations Affairs, said that he meeting aimed to gain insights into the activities of NGOs in the locality, foster cooperation between organizations and local authority, discuss challenges and obstacles, and propose measures to enhance management, mobilization, and attraction of NGO aid in the city moving forward.

Through discussion, Nguyen Ngoc Hung expressed his recognition and high appreciation for the NGOs in Can Tho city, commending their close and effective coordination with the city's Union of Friendship Organizations and relevant departments and units. He noted the effectiveness of the programs and projects implemented by NGOs in Can Tho.

Expressing gratitude for the contributions of NGOs, Nguyen Ngoc Hung reaffirmed Vietnam's consistent policy of encouraging and facilitating smooth NGO operations in the country. He suggested that, moving forward, NGOs operating in Can Tho city should further strengthen their coordination with local departments, units, and partners to research and expand their projects. Additionally, he advocated for the Union of Friendship Organizations of Can Tho City to establish a mechanism for annual meetings with NGOs at appropriate times, enabling direct communication of proposals and recommendations. This initiative aims to enhance the effectiveness of NGO operations in the future.
