Utilizing Cyberspace as New Approach to External Information
"To consider cyberspace as a new space for carrying out external information service is to apply science and technology and digital transformation in an innovative way to create breakthrough efficiency in external information service."
This is one of the tasks stated in Resolution No. 47/NQ-CP dated April 15, 2024, on the Government's Action Program until 2030 to implement Conclusion No. 57-KL/TW dated June 15/ 2023 of the Politburo on continuing to improve the quality and effectiveness of external information service in the new context.
The resolution clearly states:
Aiming for new and creative approaches
The program requires tasks and solutions for external information services in the new context to aim for new and creative approaches. To consider cyberspace as a new space for carrying out external information services is to apply science and technology and digital transformation in an innovative way to create breakthrough efficiency in external information services.
External information service in the coming time needs more specific result measurement, promoting an increase in national rankings in prestigious rankings in the world, in accordance with Vietnam's interests to consolidate, enhancing the prestige, position and image of the country in the world.
It needs to strengthen proactiveness and coordination among ministries, departments, branches and localities, promote the leading role in state management to enhance the effectiveness and efficiency, to ensure close connection between domestic and foreign information; between party diplomacy, state diplomacy and people-to-people diplomacy.
To achieve the above goals, the Government requests that in the coming time, ministries, ministerial-level agencies, agencies under the Government, and People's Committees of provinces and central cities specify, organize and implement the following 5 tasks:
1- Thorough dissemination, promotion, information dissemination and implementation of the Resolution; 2- Strengthen coordination between agencies and organizations in the political system; improve state management responsibility; improving mechanisms and policies on external information service; 3- Innovative thinking, content, methods, and approaches; 4- Promote the fight against false and negative information that affects the national image; 5- Strengthen resources, encourage and mobilize social resources for external information service.

Fundamental change in thinking of external information service
In particular, the Government requires ministries, ministerial-level agencies, agencies under the Government, and People's Committees of provinces and central cities to develop and complete the general legal documents and frameworks, to review, amend and supplement regulations and coordination regulations to improve the effectiveness and efficiency of state management and accomplish external information service tasks during the new period; to build and complete plans on external information service; to focus on developing a press and foreign affairs publishing system with influence and prestige in the world.
The Government also requires a fundamental change in thinking in the new period; there is a need for deep awareness of the close relationship between domestic information and foreign information; of party diplomacy, state diplomacy and people-to-people diplomacy; of how to associate external information service with political tasks and socio-economic development of the locality and country; for considering cyberspace as a new space for external information service.
In addition, the Government requires external information service officers to raise awareness in identifying, fighting, and countering plots and tricks of hostile forces, and political reactionary, opportunity subject; in preventing malicious, distorted and inciting information contrary to the Party's views and policies, and the State's legal policies.
