Vietnam and Hungary to Sign Cooperation Program on Justice
According to VNA, during the official visit to Hungary by National Assembly Chairman Vuong Dinh Hue, on June 27, Vietnamese Justice Minister Le Thanh Long and Hungarian Justice Minister Judit Varga signed the Program cooperation between the two ministries in the period of 2022-2023 in the presence of the Presidents of the National Assembly of the two countries.
Also on the same day, the two Ministers had a bilateral working session to discuss measures to further promote legal and judicial cooperation between the two sides.
Hungary is one of the earliest countries that cooperated with Vietnam in this field.
In 1985, both sides signed an Agreement on mutual legal assistance in civil, household, and criminal matters. The civil part was then separated and a new Agreement on mutual legal assistance in civil matters was signed between the two countries in 2018.
In 2012, the two sides also signed a Memorandum of Understanding between the Vietnamese Ministry of Justice and the Hungarian Ministry of Justice and Public Administration. Cooperation programs in three phases (2013-2014; 2016-2017; 2018-2019) were later signed by both sides in an effort to carry out this MOU.

Notably, the exchange of delegations between the two ministries takes place regularly. These include: Hungarian Deputy PM and Justice Minister Tibor Navracsics visited Vietnam in 2012; Vietnamese Minister of Justice Ha Hung Cuong visited Hungary in 2013; Vietnamese Minister of Justice Le Thanh Long visited Hungary during the official visit of General Secretary Nguyen Phu Trong to Hungary in 2018; 5 delegations at the deputy ministerial level and dozens of department-level delegations/experts from Vietnam visited and worked with the Hungarian partners.
The cooperation program between the two Ministries for the period 2022-2023 has just been signed at the Hungarian Parliament Building in the presence of Vietnamese National Assembly President Vuong Dinh Hue and Speaker of Hungarian National Assembly László Kovér. This hopes to create a solid foundation for further cooperation between the two Ministries.

The program focuses on matters that Vietnam prioritizes and Hungary has strengths such as asset recovery mechanism in corruption cases, one-stop service mechanism publicity and application of information technology in civil judgment enforcement; the property confiscation mechanism that does not include sentencing proceedings; legislation on the state of emergency; legislation on consumer protection; experience in acceding to and implementing the conventions of the Hague Conference on international justice; completing international judicial law. Cooperation activities will be carried out in a very flexible form, combining face-to-face and virtual platforms, depending on the specific situation.

The meeting was attended by Csaba Ory, Ambassador Extraordinary and Plenipotentiary of Hungary in Vietnam; Tibor Baloghdi, the newly appointed Ambassador Extraordinary and Plenipotentiary of Hungary in Vietnam who is expected to start his tenure in Vietnam from August 2022; Agnes Váradi, Assistant to Minister; Siklosi Krisztian, Head of External Relations Department of the Ministry of Justice of Hungary; Nguyen Huu Huyen, Head of the International Cooperation Department, Ministry of Justice of Vietnam; Tong Thi Thanh Thuy, First Secretary of the Vietnamese Embassy in Hungary.
At the meeting, Minister Le Thanh Long thanked the Hungarian Ministry of Justice for the sincere and valuable support over the years, especially sharing experiences for the Ministry of Justice of Vietnam in the field of public administration, organizational model and operation of judicial agencies, civil judgment enforcement, perfecting the law in a number of specific fields...
Emphasizing that the legal basis for judicial cooperation between the two ministries is very solid and the cooperation space is still very wide, Minister Le Thanh Long expressed his hope that Hungary will continue to provide specific assistance to the Ministry of Justice of Vietnam in particular, and Vietnamese legal and judicial agencies in general.
Hungarian Justice Minister Judit Varga highlighted that as a new member of the EU, Hungary has quite a lot of experience in handling legal harmonization issues within the country with EU regulations as well as international commitments to which Hungary is a member, from civil, economic to criminal fields.
Minister Judit Varga also said that Hungary has many famous law faculties in the EU such as Miskolc law faculty for Vietnamese students to choose from for their studying abroad journey.

Minister Le Thanh Long said he would pay attention to this issue by sharing his views with the Minister on the importance of law training cooperation to play a long-term sustainable role for legal and judicial cooperation between the two sides.
At the end of the meeting, Minister Le Thanh Long invited his partner to visit Vietnam at an appropriate time. Minister Judit Varga sincerely thanked and happily accepted.
It can be said that the meeting has deepened the traditional cooperation between the two countries' ministries and agencies of justice, contributing to strengthening the comprehensive partnership between Vietnam and Hungary.
