Vietnam Attends 36th ASEAN Plus One Council of Teachers Convention

The 36th ASEAN Plus One Council of Teachers Convention with the Republic of Korea (ACT + 1) held in Jakarta, Indonesia, from September 2-4, is a valuable opportunity for participants to expand their knowledge on the history and future perspectives of education in ASEAN countries and Korea as well as further build international networks.

With the theme “Recovering from the pandemic: Designing post-pandemic education in digitally infused world”, the 36th ASEAN Plus One Council of Teachers Convention attracted the participation of around 600 officials and teachers from nine member countries, namely Brunei, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, Vietnam and the Republic of Korea (RoK).

Discussions at the event focused on measures to narrow the gap in digital transformation in education, participation in the new teaching and learning methods, empowerment for teachers in post-pandemic learning recovery, and improvement of teacher qualifications after the pandemic.

The Vietnamese delegation delivered a Country Report with the theme "Vietnam's Education during the Pandemic: Barriers and Measures to Improve Quality in the Post-pandemic Period" and another on solutions to narrow the digital gap in education.

ASEAN Council of Teachers Convention was first held in 1979. Since its inauguration, the convention has provided an important forum for ACT +1 by providing a collaborative space to get to know each other better, renewing old acquaintances, exchanging ideas and sharing best practices, learning tools and skills. This year’s convention ‘Reducing Regional Gap: Mobility of ASEAN Teachers’ supports the ASEAN integration objectives to narrow developmental disparities among ASEAN communities.

Republic of Korea participated in 2009 as an observer and became the first non-ASEAN country to become a regular member in 2012. After joining of Republic of Korea, the abbreviated name of the convention became “ACT+1 (ROK)”.

Vietnam towards a digital-based and technology-based school governing system in 2025

At the 2022 Education World Forum (EWF) that took place in London from May 23-26, a delegation of the Vietnamese educatiors also present the country's experience in ensuring education services for children while adjusting to the global pandemic, as well as national climate education policies.

Themed “Education: building forward together; stronger, bolder, better” drew education chiefs from more 100 countries in the world and representatives from international and non-governmental organizations. The forum focused on how to optimize technologies, artificial intelligence and experience to strengthen education systems and economies around the world. The forum also focused on how countries can develop education systems with limited resources.

At a discussion on the renovation of education at low cost in Asia, Deputy Ambassador of Vietnam to the UK To Minh Thu highlighted measures that Vietnam has applied to make sure all children access education services, especially during months of social distancing that forced children at all education levels to stay at home since the fourth wave of COVID-19 hit Vietnam in April 2021.

Thu underlined that amid the pandemic, Vietnam considered education digitalisation as a very important task, with the application of information and communication technology (ICT), the digitalisation of curriculum, and the improvement of ICT capacity for teachers and students.

Regarding climate education policies, First Secretary for Education at the Vietnamese Embassy in the UK Tran Huong Ly said that education on environment at Vietnamese schools play an important role in enhancing public awareness of climate change and promoting the coordination in climate change response efforts of local communities and international organizations.

Regarding the digital-based and technogy-based school governing system that has been implemented to in ensure education services for children during and after the Covid-19 pandemic, Vietnam has now set a target of all education facilities to apply a school governing system based on digital data and technologies in 2025, digital education becoming a key pillar in the tertiary education system in 2030, and 100 % of the tertiary education facilities providing online training programs.

Vietnam commits and ensures sponsorship to the education sector, providing finance and loans to education facilities and students, and setting aside at least 20% of its State budget spendings to the education sector, reported by VNA.
