Vietnam, China Push Ahead with Agreement on Transfer of Sentenced Persons

Vietnamese and Chinese competent agencies will strengthen cooperation in crime combat, and push ahead with the signing of an agreement on the transfer of sentenced persons, which will provide for the establishment of a legal mechanism for the possibility of returning them to their country of nationality for further imprisonment.
The consensus was reached during the online talks between Vietnamese Minister of Public Security, General To Lam and Secretary of the Commission for Political and Legal Affairs of the Communist Party of China (CPC) Central Committee Guo Shengkun on Sep. 15, reported VNA.
Lam said the traditional friendship between the two Parties and States has been tightened, stressing the Vietnamese Party and State have considered the preservation and development of the Vietnam-China comprehensive strategic cooperative partnership a top priority in the country’s foreign policy.
Cooperation between the Vietnamese Ministry of Public Security and China’s law enforcement agencies has played a role in protecting the absolute leadership of the CPC and the Communist Party of Vietnam (CPV) and socialism, as well as ensuring national security, and social order and safety.
Despite the impact of the Covid-19 pandemic, the two sides have still made achievements in cooperation, he said.
Guo expressed his hope that the bilateral comprehensive strategic cooperative partnership will grow further, and cooperation between the Vietnamese ministry and law enforcement agencies of China will continue to develop strongly.
The two sides agreed to continue the exchange of information about the regional and global situation, and step up collaboration in economy, trade and investment in a substantive, balanced and healthy fashion after the pandemic is put under control.

On the foundation of the comprehensive strategic cooperative partnership between the two Parties and States, the partnership between the two Public Security Ministries (MPS) has been enhanced in many aspects such as the exchange of delegation and professional information and personnel training, according to Vietnam's Ministry of Public Security portal.
The two sides have coordinated closely in combating crimes, especially drug-related, high-tech and economic crimes, and collaborated in capturing wanted criminals, managing entries and exits, contributing to ensuring political security as well as social order and safety in each country, especially along the shared border.
Functional forces of both sides have worked together in cracking down drug-related crimes right from the border areas and border gates. The two sides have conducted four raids against drug-related crimes, especially trans-national cases, since 2018 while completing coordination mechanisms on joint investigation in drug-related cases.
The Vietnam's ministry has supported the Chinese counterpart in investigating many high-tech cases involving Chinese nationals operating in Vietnam, as well as in arresting and handing over the criminals to the Chinese side.
The two sides also have collaborated in combating human trafficking cases, especially the trafficking of Vietnamese women to China, and rescued many Vietnamese victims.
At the 7th meeting on crime prevention and fight in Feb. 2021, General To Lam and Chinese State Councilor and Minister of Public Security Zhao Kezhi had signed an agreement on measures to improve collaboration efficiency in protecting domestic security in each country and the efficiency of cooperation in crime prevention and control in the future, focusing on holding crackdowns on trans-national crimes such as terrorism, high-tech, human trafficking and drug-related crimes.
