Vietnam, France to Enhance Auditing Cooperation

Vietnam and France are looking for ways to enhance audit cooperation.

The State Audit plays an important role in raising the efficiency of management and use of public finance and assets, as well as contributing to improving publicity, transparency, accountability and discipline in the management and use of public finance and assets of a country.

Auditor General of the State Audit Office of Vietnam (SAV) Ngo Van Tuan met First President of the Cour des Comptes, the French Supreme Audit Institution Pierre Moscovici in Paris this week, discussing measures to strengthen their cooperation in the audit.

At the meeting, Chairman Pierre Moscovici congratulated Tuan on his new appointment as State Auditor General. Leaders of the two agencies had discussions to strengthen cooperation in the field of auditing.

Earlier, on September 11, Tuan had a working session with Honorary President of the Cour des Comptes Gilles Pierre Levy, during which he highly valued its auditing expertise and role in leading Supreme Audit Institutions (SAI) to operate more effectively and stressed Vietnam's hopes to strengthen cooperation both bilaterally and multilaterally, especially in areas where the French agency has strengths such as anti-corruption, money laundering, public policy assessment, and auditing international organizations.

He invited the Honorary President of the Cour des comptes Gilles Pierre Levy to visit to the SAV soon, and the latter suggested the two sides continue discussions to strengthen cooperation.

Chairman Levy introduced the French Cour des Comptes as a completely independent agency from the French Government and National Assembly, different from other audit bodies (such as the US) to ensure financial supervision and anti-corruption.

Currently, according to Chairman Levy, the French Cour des Comptes has had two major changes. The first is how to inform people with the criterion of providing as much information as possible so that people can participate more deeply in audit work. Second, it has built a foundation to receive the most information from the people regarding audit work, making planning more convenient.

In addition, the French Cour des Comptes also built a rapid audit mechanism to improve the effectiveness of public financial supervision and management.

Auditor General Ngo Van Tuan also introduced the organizational structure of the SAV and proposed that the two sides sign a cooperation agreement between the two agencies to put the cooperation process between the two sides in order and effectively.

The two agreed to strengthen cooperation on auditing in all areas of mutual interest and organize cross-assessments between agencies within the International Organization of Supreme Audit Institutions (INTOSAI) framework.

Levy invited the SAV to join the association of the SAIs using the French language (AISCCUFF).

The working program continued with seminars to exchange experiences in the field of Public Audit.

Two main topics discussed in the discussion include Anti-Corruption Audit; and Evaluating government Public Policies.

The visit takes place as Vietnam and France are celebrating the 50th anniversary of their diplomatic relations and the 10th anniversary of their strategic partnership.
