Vietnam-Japan Cooperation to Improve Nursing Capacity

In Hanoi, on March 13, a training course on building a continuous training management system for hospital nurses was opened. This is a cooperation program between the Vietnam Nurses Association (VNA) and Itabashi Medical System (IMS) of Japan.

Attending the course are 18 health workers in charge of managing nursing staff at centrally- and provincially-run hospitals selected to develop a system for continuous training system for nurses on a trial basis.

The course consists of 7 days divided into 7 phases, each phase is implemented in 1 day, combining theory with practice. Trainees will be required to build a plan to develop a continuous training management system for each hospital. During the training process, IMS and VNA experts will give comments on each hospital's plan.

IMS Vice President Kitagami Yoko said based on each hospital's functions and patient database, the course provides guidelines for the trainees to establish a training program and goals suitable for nurses' different capacity levels. Then, the nurses can build their own continuing training program that best suits their hospital.

According to Pham Duc Muc, president of Vietnam Nurses Association, Japan is one of the countries with experience in building a model and a hospital-level continuous training management system. Therefore, VNA has invited from IMS to provide technical support and organize training on a continuous training management model for hospital nurses.

Continuous training is the most important solution to update professional knowledge and improve clinical capacity for nurses and practitioners. Continuous training has been studied in the Law on Medical Examination and Treatment, Circulars 22/2013/TT-BYT and Circular 26/2020/TT-BYT of the Ministry of Health.

However, the continuous training in hospitals currently has shortcomings that need improvement. This is due to the inconsistent management model of continuous training in hospitals.

In addition, hospitals do not have long-term plans and continuing training programs based on the Clinical Competency Scale like Japan and many other countries are applying.
