Malaysia, Vietnam rejoice over fruitful cooperation

Vietnamese Prime Minister Pham Minh Chinh and Speaker of the Malaysian House of Representatives Tan Sri Dato' Johari Bin Abdul expressed satisfaction with the positive progress in both nations’ cooperation and agreed on key orientations to further boost the ties during their meeting in Hanoi on October 25.

PM Chinh suggested Vietnam and Malaysia consolidate political trust by intensifying high-level exchanges across all channels, strive to raise bilateral trade to US$18 billion in a balanced manner, and facilitate imports and exports of their key goods.

The Vietnamese cabinet leader underlined the need to incentivize Vietnamese businesses to expand investment in Malaysia and vice versa, cited VOV.

Vietnamese and Malaysian companies should also engage deeper in supply chains, digital transformation, and sustainable business, particularly regarding new fields like digital and green economy and energy transition, he added.

The Government chief also called for Malaysia’s support in helping Vietnam develop its Halal industry and accelerate the signing of a bilateral agreement in this area.

Chinh also asked the Malaysian side to assist Vietnam in addressing the European Union's yellow card warning imposed on its fishery sector and to continue effective coordination in the humane treatment and repatriation of Vietnamese fishermen detained in Malaysia.

Both sides consented to deepen collaboration in the fields of defense, security, education, culture, sports, tourism, and people-to-people exchanges.

For his part, speaker Johari affirmed that his nation pledges to foster the strategic partnership and fully tap the substantial cooperation potential between the two countries.

Highlighting Malaysia’s role as ASEAN/AIPA Chair in 2025, Johari voiced his hope that Malaysia, Vietnam, and other member states will leverage the strength of their own and of the nearly-680-million-strong ASEAN Community in promoting the bloc’s prosperity, solidarity, and self-reliance, centrality.

The Vietnamese Government leader assured that Vietnam would support Malaysia in its role as ASEAN Chair next year.

Host and guest agreed that both nations will work closely together and with other member countries to build a united ASEAN, step up intra-regional cooperation, and enhance the bloc’s centrality on regional issues.

They concurred to continue maintaining ASEAN’s common stance on the East Sea issues, and coordinating for the strict implementation of the Declaration on the Conduct of Parties (DOC) in the East Sea and the negotiations on a practical, effective Code of Conduct (COC) in the East Sea in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Vietnam to continue backing cooperation of ASEAN veterans’ businesses: Vice State President

Vietnam will continue to provide optimal conditions for the promotion of cooperation among ASEAN veterans businesses and entrepreneurs, contributing to common efforts to build a united, self-reliant, and sustainably developed ASEAN Community, pledged Vice State President of Vietnam Vo Thi Anh Xuan at the opening of the first Veterans Confederation of ASEAN Countries (VECONAC) Business Forum in Hanoi on October 25.

Xuan said that ASEAN, which gathers 10 member countries with diverse political regimes, cultures, languages, and development levels, has become one of the most comprehensive, dynamic developing and successful regional cooperation organizations. The fifth largest economy in the world accounts for about 8.6% of the global population, 3.4% of GDP, and 7.5% of total global trade value, she noted.

The official underlined that the formation of the VECONAC 44 years ago marked an important milestone in cooperation among veterans’ associations of member countries for the benefit of the veterans and their families, contributing to the countries’ development.

She highly valued solidarity, position, and contributions of the VECONAC as well as the formation of the VECONAC Business Forum Committee, which opens up opportunities for members to promote cooperation and contribute to the common development in the region, according to VNA.

Xuan affirmed that over the years, Vietnam has worked hard to improve its investment and business environment, ensuring smooth and fair access to resources and support policies, enabling businesses, including veteran-owned ones, to develop sustainably and actively integrate into the world economy.

Ten years after its formation, the Vietnam Veterans’ Business Association has drawn more than 13,700 members who have created jobs for about 780,000 laborers, including over 316,000 veterans and their offspring, she noted.

She expressed her hope that veterans’ businesses will diversify the ways of exchanging, connecting, and cooperating effectively, creating socio-economic values not only for businesses but also for people and the community.

The VECONAC Business Forum, jointly held by the Vietnam Veterans’ Business Association and the Singapore Armed Forces Veterans' League, drew 200 delegates from the 10 ASEAN member countries. It aims to create opportunities for delegates to meet and share ideas on building sustainable business models for veterans in the region.

Ecuador considers Vietnam a strategically important partner in region

Ecuador regards the nation as a strategically important partner in the region, said Ambassador of Ecuador Arturo Cabrera-Hidalgo.

Vietnamese Ambassador to Australia Pham Hung Tam hosted a reception on October 25 in the Australian capital of Canberra for Ambassador of Ecuador Arturo Cabrera-Hidalgo.

At the function, the Vietnamese diplomat voiced his hope for stronger collaboration with the South American nation.

He applauded the joint friendship and expressed expectations that the two nations will ramp up co-operation in the areas of trade, investment, and people-to-people exchanges, as well as work closely with each other at regional and international forums, including the Western and Central Pacific Fisheries Commission (WCPFC), VOV reported.

Ambassador Cabrera-Hidalgo, in turn, hailed the ties of friendship and co-operation between the two countries, emphasizing that Ecuador regards the nation as a strategically important partner in the region and aspires to set up a diplomatic representative office in the country soon.

He added that he has high hopes that both sides will boost collaboration and offer mutual support to become official members of the WCPFC, sharing Ecuador’s experience in tuna fishing co-operation with island nations in the South Pacific.

Five Hanoi schools to pilot AI application in teaching

The Hanoi Department of Education and Training has planned to expand the artificial intelligence (AI) application in teaching and learning activities in more schools in the coming time after this platform is successfully piloted.

According to the department, Hanoi has five schools piloting the use of AI in teaching, namely Kindergarten B in Hoan Kiem district; Le Van Tam primary school, and Nguyen Dinh Chieu secondary school in Hai Ba Trung district; Chu Van An secondary school in Long Bien district; and Phan Huy Chu high school in Dong Da district.

The pilot at these schools is part of a scientific research project titled "Building and piloting a smart education model for preschool and general education in Hanoi”.

Deputy Director of the Hanoi Department of Education and Training Nguyen Quang Tuan, head of the project, stated that the work aims to apply digital transformation across all educational levels in the city, cited VNA.

Experts have studied smart education platforms worldwide, including relevant theories and lessons, then developed a model and applied it specifically to each school and educational level.

Smart classrooms also feature the ability to automatically convert lessons into digital materials. After each class, students can revisit the materials to review the lessons. This approach not only helps students grasp the content more thoroughly but also allows absent students to catch up on what they miss.

After successfully piloting the program at these schools, the municipal Department of Education and Training plans to expand to more schools in the city.

Storm Trami to hover near central Vietnam coast for over a day

Meteorologists are tracking Storm Trami as it shifts its path and prepares to linger off Central Vietnam's coast, prompting warnings of heavy rain and strong winds from Ha Tinh to Quang Ngai.

According to the National Center for Hydro-Meteorological Forecasting, Storm Trami is predicted to linger off the coast of Central Vietnam for over 24 hours, starting from October 27, with wind speeds ranging from levels 9 to 10 and changing direction multiple times. Heavy rain is expected across the region from Ha Tinh to Quang Ngai.

As of 7 p.m. on October 25, the storm's center was located over the northeastern section of the North East Sea, about 410 kilometers east-northeast of the Hoang Sa Archipelago. The maximum wind speeds near the storm's center were between 89-102 km/h, with gusts up to level 12. The storm was moving westward at a speed of approximately 20 km/h.

Over the next 24 hours, Storm Trami will maintain its westward movement and intensity, peaking at levels 11-12 with gusts reaching level 15. By 7 p.m. on October 26, the storm is expected to be located north of the Hoang Sa Archipelago.

By 7 p.m. on October 27, the storm will shift direction, moving west-southwest at a speed of 15 km/h, with its center positioned near the coastal waters of Central Vietnam, and its intensity reducing to level 10 with gusts up to level 12.

In the following 24 hours, the storm will turn to move south-southwest, then east-southeast at a speed of 5-10 km/h. By 7 p.m. on October 28, the storm is forecasted to remain off the coast of Central Vietnam, further weakening to level 9 with gusts up to level 11.

From 72 to 120 hours later, the storm is expected to move primarily eastward, slowing down to 5-10 km/h and continuing to weaken.

Due to the storm's impact, the northern section of the East Sea will experience winds ranging from levels 8-9, with areas near the storm's center reaching levels 10-12 (89-133 km/h) and gusts up to level 15. Wave heights will range from 5-7 meters, and up to 7-9 meters near the storm's core, resulting in rough seas.

Beginning early on October 27, the coastal waters from Quang Binh to Quang Ngai, including Con Co, Cu Lao Cham, and Ly Son islands, will experience increasing winds, reaching levels 6-7 and potentially rising to levels 8-9. Areas near the storm's center may see winds at levels 10-11 with gusts up to level 14. Wave heights are forecasted to be 3-5 meters, with 5-7 meters closer to the storm's core.

Meteorologists have also issued warnings of potential storm surges of 0.4 to 0.6 meters along the coast from Quang Tri to Quang Nam, starting from October 27, VNN reported.

Vessels operating within the storm-affected areas, especially near the Hoang Sa Archipelago and the coastal waters from Quang Binh to Quang Ngai, are at risk of thunderstorms, strong winds, and high waves.

The authorities have issued alerts for high risks of erosion and damage to dykes and coastal structures from Quang Tri to Quang Nam due to high waves and storm surges.

On land, strong winds will begin to impact the coastal areas from Quang Binh to Quang Ngai from October 27, with winds ranging from levels 6-7 and up to levels 8-9 near the storm's core, with gusts reaching level 11.

The storm's circulation is expected to bring heavy rainfall from the evening of October 26 through October 28. Areas from Quang Tri to Quang Ngai could see rainfall between 300-500 mm, with localized areas experiencing more than 700 mm.

Heavy rainfall (>100 mm/3 hours) may occur in localized areas. Ha Tinh, Quang Binh, Binh Dinh, and northern Central Highlands regions could also experience significant rainfall, ranging from 100-200 mm, with isolated areas receiving more than 300 mm.

Given the complex and potentially changing nature of the storm, residents are advised to stay updated through subsequent storm forecasts.
