Prime Minister Pham Minh Chinh's Biography

Vietnam's Prime Minister Pham Minh Chinh was born on December 10, 1958, at Hoa Loc Commune, Hau Loc District, Thanh Hoa Province. He was trained to be a civil and industrial construction engineer, holds a doctorate in law and the Associate Professor title in security science. Pham Minh Chinh can speak Romanian.

From September 1977 – September 1984, he studied at Ha Noi University of Foreign Studies then moved to Bucharest Civil Engineering University, Romania to continue his education path. Chinh was elected as Secretary of Ho Chi Minh Communist Youth Union Committee in Romania, President of the Vietnamese Students’ Association in Romania from August 1982 to September 1984.

Pham Minh Chinh joined the Communist Party of Vietnam on December 25, 1986. He also attended courses at Hồ Chí Minh National Academy of Politics, receiving an Advanced Degree in Political Theory, Nhan Dan cited.

Before elected as Vietnam's Prime Minister on April 5, 2021, Pham Minh Chinh has been a member of the Party Central Committee in the 11th, 12th, and 13th tenures. He was a politburo member in the 12th, 13th tenures, Secretary of the 12th Party Central Committee, and Chairman of the Party Central Committee’s Organization Commission. Chinh is a Deputy to the 14th National Assembly and the President of the Viet Nam-Japan Friendship Parliamentarians Group.

Vietnam's Prime Minister's Tasks

Vietnam's Prime Minister is responsible for comprehensively leading and managing all activities within the ambit of the Government’s functions, tasks, and powers.

b) To personally direct and administer the following fields:

- National socio-economic development strategies and plans.

- National financial, credit, monetary strategies, and policies.

- Climate change adaptation strategies.

- National defense, security diplomacy strategies, and assurance of national defense and security.

- Institutional building; apparatus organization and personnel work; state administrative boundaries, and general issues on emulation and commendation.

- State budget expenditures and use of State budget reserves, financial reserve fund, foreign exchange reserve fund, and other funds of the State; issuance of Government debentures and bonds.

- Coordination between the Government and organs/agencies of the Party, the National Assembly, the State President, the Viet Nam Fatherlands Front Central Committee, and socio-political organizations.

c) To monitor and direct the Ministry of National Defense, the Ministry of Public Security, the Viet Nam News Agency, the Viet Nam Television, the Voice of Viet Nam, and the Ho Chi Minh Mausoleum Management Board.

d) Personally act as Head of the State Steering Committee for the East Sea and Islands, Head of the National Steering Committee for Cyber Safety and Security; Head of the National Committee for E-Government; Chairman of the National Emulation-Commendation Council, Chairman of other national committees and councils.
