Chu Ngoc Anh's Biography

Chu Ngoc Anh was born on June 17, 1965, in Ba Vi, Hanoi. He holds a Ph.D. degree in physics and assumed various important positions in the Party and the Government. He joined the Communist Party of Vietnam on May 23, 1998, and became an official member on May 23, 1999.

Positions & Working history

Chu Ngoc Anh was an alternate member of the 11th Party Central Committee and a member of the Central Committee of the Communist Party of Vietnam in its 12th tenure, according to VGP.

From 1988 to 1995, he was a lecturer at the Institute for Technical Physics under the Ha Noi University of Science and Technology.

From 1995 to 1997, he worked at the Science and Technology Advances Application Company – MITEC under the Ministry of Industry and Environment and the Institute of Posts and Telecommunications Technology under the General Department of Posts.

From 1997 to 2003, he was deputy manager, then manager of the Institute of Posts and Telecommunications Technology under the Vietnam Posts and Telecommunications Group.

In 2003 – 2010, he was staff, then Deputy Head of the Department on High-tech; Director of the Technology Application and Development Department under the Ministry of Science and Technology.

From August 2010 to January 2011, he was Deputy Minister of Science and Technology cum Director of the Technology Application and Development Department.

From January 2011 through March 2013, he was an alternate member of the 11th Party Central Committee, Deputy Minister of Science and Technology.

From March 2013 to May 2013, he was Deputy Secretary of the Phu Tho Provincial Party Committee

From May 2013 to September 2015, he was Deputy Secretary of the Phu Tho Provincial Party Committee, Chairman of the Phu Tho Provincial People’s Committee.

From September 2015 to April 2014, he was Deputy Minister of Science and Technology.

Since April 2014 he has been the Minister of Science and Technology.

In September 2015, he returned to the position of Deputy Minister of Science and Technology.

In April 2016, he was promoted to Minister of Science and Technology.

In September 2020, the Politburo assigned Anh to hold the position of Vice Secretary of the Hanoi Party Committee for 2015-2020. He later was elected to the position of Chairman of the Hanoi People’s Committee for 2016-2021 by the municipal People’s Council, according to Hanoitimes.

Missions of Hanoi People's Committee

The People's Committee, which is elected by the People's Council, is the executive office of the People's Council, the State administrative organ in the locality. It is responsible for the implementation of the Constitution, the laws, the written decisions of the State organs of higher levels, and the resolutions of the People's Council of the same level, according to the Vietnam's Law on Organization of the People's Council and the People's Committee.

Within their duties and powers, the People's Council and the People's Committee shall manage the local affairs in accordance with the Constitution, the laws, and the written decisions of the State organs of higher levels, promote the right to mastery of the people, strengthen the socialist legislation, prevent and fight against bureaucratism, irresponsibility, arrogance, authoritarianism, corruption, wastefulness and other negative manifestations at the offices, among State employees and within the local administrative apparatus.

The Chairman of the People's Committee has the following duties and powers:

1. To lead the work of the People's Committee, its members, and its specialized agencies;

a/ To supervise and monitor the work of the specialized agencies under the People's Committee of his/her level and the lower levels in implementing the Constitution, laws and written decisions of the State organs of the higher levels, the resolutions of the People's Council and the decisions of the People's Committee of the same level;

b/ To take decisions on matters within the duties and powers of the People's Committee of his/her level, except for matters provided for in Article 49 of this Law;

c/ To take measures to renovate the working style; manage and conduct the efficient activities of the administrative apparatus; prevent and resolutely fight against bureaucratism, irresponsibility, arrogance, authoritarianism, corruption, wastefulness and other negative manifestations in State and local organs and among their employees;

d/ To receive people; consider and settle petitions, complaints and denunciations from the people in accordance with the provision of law.

2. To convene and chair meetings of the People's Committee.

3. To ratify the results of the election of the members of the People's Committee at the immediate lower level; relieve or dismiss from duty the President and Vice Presidents of the People's Committee of the immediate lower level; approve the relief or dismissal from duty of the other members of the People's Committee of the immediate lower level; appoint, relieve, transfer, relegate, reward and discipline State employees within his/her delegated power.

4. To suspend or rescind erroneous documents issued by specialized agencies under the People's Committee of his/her level or of the People's Committee of the lower level or their Presidents.

5. To suspend the execution of erroneous resolutions adopted by the People's Council of the lower levels and propose the People's Council of his/her level to revoke them.
