Vietnam Proactively, Actively Implements Convention Against Torture

Understanding the important role and position of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Convention against Torture or CAT), Vietnam makes constant attempts to comprehensively implement measures to effectively implement the Convention, thereby reaching achievements recognized by the international community.

The statement was made by Major General Nguyen Van Ky, Deputy Director of the Department of Foreign Affairs, Ministry of Public Security at the Consultation Seminar of government agencies, local authorities, socio-political organizations, professional organizations, non-governmental organizations, and people on the draft of Vietnam's Second National Report on CAT Implementation (CAT 2 Report). The event took place in Hung Yen on November 20.

The event was organized by the CAT 2 Report Drafting Committee, attracting the participation of representatives of central ministries, departments, units, departments, socio-political organizations, and international organizations.

According to CAT's provisions, the development of a CAT Report must ensure widespread participation and input from government agencies, local authorities, socio-political organizations, professional organizations, non-governmental organizations, and people to guarantee its objectivity, comprehensiveness, and completeness.

Given that requirement, Major General Nguyen Van Ky said that the seminar aims to consult experts so that the development of the CAT 2 Report both meets political and domestic requirements and stays consistent with the international demand for the CAT 2 report. At the same time, it provides the international community with a better understanding of Vietnam's efforts in CAT implementation.

Presenting a summary of the draft Report's content, the representative of the CAT 2 Report Drafting Secretariat said, based on careful study of the recommendations from the CAT Committee, Vietnam issued a National Action Plan to enhance the effective implementation of the CAT nationwide. Vietnam has issued more than 56 laws and legal documents to better ensure human rights, particularly prevent and punish acts related to torture.

To implement the laws, Vietnam continues to issue more than hundreds of guiding documents to standardize processes, publicize regulations, and supplement regulations to prevent acts of torture, protect those at risk of torture, as well as provide better support to victims of torture.

In addition, Vietnam organizes hundreds of trainings, conferences, seminars, discussions, and competitions to learn about the CAT and Vietnamese law on torture prevention and control. The country has published many sections, news articles, and reports to propagate, disseminate, and answer questions about the content of the CAT and Vietnamese law on torture prevention and control on mass media, radios, televisions, and social networks.

At the event, delegates focused on discussing and sharing opinions on the form, layout, and specific contents of the draft CAT 2 Report, in accordance with the goals and requirements set by the Organizing Committee.

In his concluding remark, Major General Nguyen Van Ky highly appreciated the delegates's comments. He said that the CAT 2 Report Drafting Committee will study and receive comments from delegates, urgently revise and complete the draft report according to the proposed plan.
