Vietnam Hails Role of APCCA Conference

Deputy Minister Nguyen Van Long affirmed that the Ministry of Public Security of Vietnam attaches great importance and appreciates the role of the 41st Asian and Pacific Conference of Correctional Administrators (APCCA 41). This is a conference with more than 40 years of formation and development, making an important contribution to improving international cooperation in prison management, education and rehabilitation.

The Ministry of Public Security on November 13 held the opening ceremony of the 41st Asian and Pacific Conference of Correctional Administrators (APCCA 41). Major General Nguyen Van Long, deputy minister of Public Security attended and delivered a welcome speech.

Speaking at the conference, Deputy Minister Nguyen Van Long affirmed that the Ministry of Public Security of Vietnam attaches great importance to and appreciates the role of the APCCA 41.

This is a conference with more than 40 years of formation and development, making an important contribution to improving international cooperation in prison management, education, and rehabilitation.

Activities to exchange, and share information and experiences among APCCA members are meaningful to countries and territories, including Vietnam to improve the effectiveness of management and education of prisoners, ensuring the stated purpose of serving prison sentences.

Deputy Minister Nguyen Van Long said that in Vietnam, the management and education of prisoners are carried out according to the principle of compliance with the constitution and laws, ensuring humanity, and respect for the honor, dignity, rights, and legitimate interests of prisoners.

The above principles are concretized by many specific policies on cultural education, vocational guidance, training, medical examination, and treatment for prisoners.

There are also policies such as amnesty, sentence reduction, conditional release from prison, and policies on community reintegration, including preferential credit lending policies for people who completed their prison sentences.

Although the socio-economic conditions are still difficult, the Government and the Ministry of Public Security of Vietnam made many efforts, gaining the necessary resources to invest in facilities and equipment for the prison, meeting the management and education requirements of prisoners according to the provisions of law.

Deputy Minister Nguyen Van Long hopes that delegates attending the conference will exchange, share information and propose feasible solutions, applying them in accordance with the situation of the member countries.

This is to improve the efficiency and quality of prison management and prisoner education, helping them return to their families soon and integrate well with the community and society, contributing to preventing and reducing crime, creating a healthy social environment for the development of each country and the region.

Towards a prison management system with humane values

At the conference, Shie Yong Lee, head of the Singapore delegation and director of the Singapore Prison Service said that in the Asia-Pacific region, each country has its own model, managed according to the unique legal framework of each country.

However, they all share a common goal of working towards a prison management system with more humane values.

Therefore, prisons need to continue to become a safe place for prisoners as well as prison staff and management teams, promoting social reintegration as well as strengthening people's trust in prison management.

Educating prisoners and helping them reintegrate into the community plays an important role

Presenting the opening speech, the Chair of the APCCA 41, Lieutenant General Le Minh Hung said that the theme of the APCCA 41 is "Creating human values, trust and solidarity in prison work."

The theme demonstrated APCCA's responsibility and initiative in facing regional challenges in the new context, in accordance with the general trend of the world and the conditions of each APCCA member today.

Accordingly, in addition to ensuring the strict implementation of sanctions by law enforcement agencies, educating prisoners and helping them reintegrate into the community also plays an important role in the execution of prison sentences.

This year’s event brought together more than 200 delegates from 25 countries, three international organizations, and 18 diplomatic agencies. This was the second time the Vietnamese Ministry of Public Security had hosted the rotating conference.
